Foreign relations in the new era: from the expansion of development space to the strengthening of Vietnam’s prestige.

Foreign relations are at the heart of national development.

Resolution No. 06-NQ/TW not only concretizes the foreign policy directions of the 14th National Congress, but also strongly affirms the new role, new position and new mission of Vietnamese foreign affairs in a changing world.

The first salient point of the speech by the Secretary-General and President was the recognition of foreign affairs as a “crucial and permanent” task, just like national defense and security. This represents a significant evolution in the Party’s leading thinking. Foreign affairs are no longer limited to activities carried out outside national borders, but now constitute an essential means of building, protecting and developing the country.

In a rapidly changing world, marked by increasing strategic competition among great powers and a complex interplay between traditional and non-traditional security challenges, the development of each nation is increasingly linked to its regional and international environment.

For Vietnam, national development is inseparable from regional and global development. Consequently, the imperative to combine national strength and the influence of the current context, internal force and external force, has become a strategic necessity. From this perspective, external relations do not constitute a simple extension of internal affairs, but an essential lever for the protection of the national territory, both remotely and upstream; to prevent crises at the source; and to create an international environment favorable to national development.

This vision is deeply inscribed in the diplomatic traditions of our ancestors. From the peaceful, flexible and resilient ideology that has marked the history of the nation, to the independent, autonomous, multilateral and diversified foreign policy of our Party and President Hô Chi Minh, Vietnamese diplomacy has always skillfully combined courage and wisdom, principles and flexibility, national interests and responsibility to the international community. But in the new era, the requirements are higher: diplomacy must not only maintain a peaceful and stable environment, but also directly contribute to strengthening the nation’s internal power, resilience and competitiveness.

The Secretary General and President underlined the new requirements of Vietnam’s foreign policy: moving from a “diplomacy of protecting development space” to a “diplomacy of strengthening national development capacities”. » ; from “market integration” to “market creation”; and from “participation in the rules of the game” to “contribution to the development of the rules of the game”.

This is not only a change in approach, but also a reflection of the country’s new status. As Vietnam aspires to become a developed, high-income country, its foreign policy must help address major challenges related to markets, technology, capital, knowledge, standards, data, qualified human resources and national influence.

This also requires that economic diplomacy move from a logic of “attraction at all costs” to a selective approach, favoring high technologies, innovation, technology transfer and the development of endogenous capacities. Free trade agreements must not be limited to the expansion of markets, but must also become a driver of competitiveness for businesses and the economy.

With this in mind, any positive political relationship must be transformed into a concrete cooperation program; any international commitment must translate into tangible results; and any cooperation framework must create more development opportunities for local communities, businesses and populations.

The speech of the General Secretary and President therefore conveys a profoundly human message: foreign policy must, ultimately, aim for the well-being of the people. Whether it is part of the national strategy or specific cooperation programs, it must absolutely benefit the people, their means of subsistence, their employment, their knowledge, their living environment, their learning and creative opportunities, and their quality of life.

Promote Vietnamese identity and enhance the prestige of the nation.

A key point of Secretary-General and President To Lam’s speech was his vision of foreign policy as a means of demonstrating Vietnam’s character, identity and prestige on the international stage.

In today’s world, national power is not only measured by its economic size or its military potential, but also by its capacity to build trust, to disseminate values ​​and to contribute to common human issues. With its rich cultural heritage, its tradition as a peaceful people and its independent and autonomous foreign policy, Vietnam has significant power of influence to strengthen its international influence.

Therefore, cultural diplomacy, heritage diplomacy, external information, people-to-people exchanges, the Vietnamese community abroad, cooperation in the fields of education, science, technology and cultural industries must be further promoted in order to disseminate the image of an autonomous, innovative, humane and responsible Vietnam.

In particular, when Secretary-General and President To Lam emphasized the need to transform cultural diplomacy and heritage diplomacy into endogenous resources for development, a whole new way of thinking emerged: culture is not only a spiritual foundation, but also a resource economic, a resource for foreign relations and a resource for building a national brand.

In addition to promoting its national identity, Vietnam must also contribute more actively to global issues. From climate change to sustainable development, food security, UN peacekeeping operations and emerging areas such as artificial intelligence, data, digital trade and environmental standards, Vietnam must participate more actively in establishing international cooperation and governance frameworks.

It is the transition from a position of participation to a position of contribution, from an adaptation to the rules of the game to a contribution to the development of these rules.

From vision to concrete action

Secretary-General and President To Lam stressed the importance of “deep understanding, correct implementation, rigorous execution and effective enforcement”; he stressed that the resolution must be implemented, that this action must bring about change and that this change should produce tangible results.

It is therefore imperative that Resolution No. 06-NQ/TW be quickly translated into programs and action plans with clearly defined objectives, tasks, roadmaps and responsibilities. The effectiveness of its implementation must be measured by concrete results, and not by appearances.

In this new era, foreign relations are not only the responsibility of diplomatic agencies, but constitute the commitment of the entire Party, the people, the armed forces and the political system. Each ministry, sector, local authority, company, social organization, training establishment, research institute, press agency, Vietnamese community abroad and each Vietnamese citizen can contribute to building the image, prestige and influence of the nation.

Generally speaking, Resolution No. 06-NQ/TW and the statements of the Secretary General and the President convey a strong message: for the country to enter a new era of development, its external relations must also turn a corner. These are the external relations of an independent, autonomous and strong Vietnam; of a Vietnam that knows how to defend its legitimate interests with courage and wisdom; of a Vietnam that knows how to cooperate, share and contribute responsibly to the world; of a Vietnam that knows how to make its culture, its people, its heritage, its aspirations and its convictions an engine of development.

The nation’s history has proven time and again that when the country is united, when the people agree, when policies are just, and when national strength combines with the strength of the times, Vietnam can overcome great challenges and achieve miracles.

Today, in the face of unprecedented global upheaval, this lesson takes on added importance. International relations, in the new era, constitute not only a gateway for Vietnam to the world, but also a means for the international community to better understand, trust and support Vietnam in its march towards building a peaceful, independent, democratic, prosperous, civilized and happy nation, progressing resolutely towards socialism.
