Present at the ceremony were General Ngo Xuan Lich, former Minister of National Defense; General Nguyen Trong Nghia, head of the general political department of the Vietnamese People’s Army; General Trinh Van Quyet, head of the Central Department of Propaganda and Mass Mobilization, former head of the General Political Department of the Vietnamese People’s Army, as well as leaders of the Party, the State and the Ministry of National Defense.
On behalf of the President of Vietnam, General Nguyen Trong Nghia presented the Order of National Defense First Class to the Propaganda Department.

During the ceremony, on behalf of the President of Vietnam, General Nguyen Trong Nghia presented the First Class Order of National Defense to the Propaganda Department for outstanding achievements in training, combat readiness, construction of the People’s Army, strengthening national defense and contributing to the cause of building socialism and defending the homeland.
In his keynote address, General Nguyen Trong Nghia reviewed the 80-year tradition of the propaganda and military training sector; and affirmed that the contributions of this sector over the past 80 years have directly contributed to the construction of a politically strong army, a real political force and a fighting force that is absolutely loyal and trustworthy to the Party, the state and the people.
In order to successfully carry out the tasks entrusted to him, General Nguyen Trong Nghia asked the Propaganda Department and the military propaganda sector to effectively implement, in the coming period, the following points: thoroughly and constantly assimilate the ideological foundations, views, directives and policies of the Party, state laws and policies, military and national defense missions, and in particular the resolution of the 14th National Party Congress and the resolution of the 12th Congress of the Army Party Committee…
Aware of the special place, role and importance of ideological and cultural work, every officer, staff member and soldier in the military propaganda and training sector must recognize the honor and pride of being the central and pioneering force in carrying out ideological and cultural work within the army.

“I am convinced, comrades, that you will make ideological and cultural work truly ‘soul and sap’, constantly improving its effectiveness and efficiency throughout the army,” said General Nguyen Trong Nghia.
General Nguyen Trong Nghia also stressed the importance of regularly conducting research and advising on the comprehensive reform of ideological and cultural work in the military; to fully understand the situation, to quickly provide ideological guidance while strengthening information and propaganda work, in order to ensure that ideological work “always opens the way” to unify understanding and guide the actions of the troops.
Effectively design, propose and implement emulation and reward programs to ensure the development of a strong “Determined to Win” emulation movement within the military, through unique models and innovative approaches, and to make a model for the national patriotic emulation movement. Conduct active research and apply science, technology and digital transformation in order to improve the quality and raise the level of ideological and cultural work in the new context.
General Nguyen Trong Nghia also demanded that the propaganda and military training sector actively coordinate with relevant agencies, regularly examine, detect and resolutely combat false information and distorted arguments targeting the Party, the state and the military, particularly in cyberspace; that he thwarts all plots and tactics of “peaceful evolution” and “depoliticization” of the army by hostile forces; and that it resolutely prevents any manifestation of ideological and political degradation, moral decadence, degradation of the way of life, “self-evolution” and “self-transformation” within the ranks.
Establish a Party Committee of the Propaganda Department and other Party organizations within the military propaganda sector that are honest, strong, comprehensive, exemplary and outstanding; build a strong, exemplary and exceptional agency as a whole; and foster internal unity and cohesion.
