Russian President Vladimir Putin happily welcomed Prime Minister Le Minh Hung and the high-level Vietnamese government delegation to Kazan, expressing gratitude to the Vietnamese side for its close cooperation and positive contributions to the success of the summit commemorating the 35th anniversary of ASEAN-Russia relations.

The Russian president affirmed that Vietnam is one of Russia’s most important partners and a close friend in the region, playing a crucial role in bringing Russia closer to ASEAN countries and promoting Russian cooperation initiatives in the region. He also welcomed the concrete results of bilateral cooperation in recent times, in particular the constant strengthening of political relations, imbued with credibility, which constitute a solid foundation allowing the two countries to continuously develop their cooperation in various fields.

Referring to his recent meetings and exchanges with prominent Vietnamese leaders, Russian President Vladimir Putin once again extended his greetings and congratulations to General Secretary and President To Lam and other prominent Vietnamese leaders. The Russian President expressed confidence that, during his new term as Prime Minister, Prime Minister Lê Minh Hưng and the ministers of the Vietnamese government will work with Russia to strengthen the comprehensive strategic partnership between the two countries in all fields.

During this meeting, Prime Minister Le Minh Hung expressed his satisfaction at going to Russia for the first time in his new role; he conveyed the greetings of General Secretary and President To Lam and other Vietnamese Party and state leaders to President Vladimir Putin; and he hailed the successful ASEAN-Russia Summit marking the 35th anniversary of the association, which contributed to strengthening the substantive and mutually beneficial cooperation between Russia and the member countries of the Association.

Prime Minister Le Minh Hung affirmed that the leaders of the Vietnamese Party, State and Government constantly consider Russia as a priority partner of their foreign policy; stressing that despite many changes in the global situation, the traditional friendship between Vietnam and Russia continues to develop positively in many areas.

The Prime Minister affirmed that the Vietnamese government, in its new mandate, wishes to continue working with the Russian government to promote the implementation of the agreements reached between General Secretary and President To Lam and President Vladimir Putin, in order to comprehensively strengthen bilateral cooperation in all fields.

The Prime Minister said that following Secretary General and President To Lam’s visit to Russia in May 2025, Vietnamese leaders tasked relevant agencies to develop a concrete plan for the implementation of the agreed contents and report periodically on progress. accomplished within the framework of high-level agreements.

In this spirit, the Prime Minister asked the Russian President to continue to express his support to both parties for the effective implementation of the concluded cooperation agreements.

During this meeting, Prime Minister Le Minh Hung and President Vladimir Putin exchanged their views on the directions and measures to be taken to achieve significant progress in bilateral cooperation, obtain more concrete results, consolidate the foundations of the long-term global strategic partnership and effectively contribute to the development of each country.

The two sides agreed to strengthen regular and in-depth dialogue at all levels and through all channels, and to maintain exchanges between the leaders of the two countries to expeditiously discuss bilateral and multilateral issues. They also agreed that cooperation in defense and security constitutes a strategic pillar and to promote cooperation in cybersecurity as well as exchanges between military personnel of the two countries.

Believing that Vietnam-Russia cooperation contains many opportunities and strong potential, and based on agreed cooperation directions, Prime Minister Le Minh Hung and President Vladimir Putin agreed to promote negotiations for the rapid implementation of the Ninh Thuan 1 nuclear power plant construction project, considering energy cooperation (oil and gas) and nuclear energy as one of the important pillars of Vietnam-Russia cooperation, and implementing it according to the planned schedule.

The two leaders also agreed on the directions to be implemented in the coming period, including cooperation in the areas of economy and trade, investment, science and technology, education and training, transport, culture and tourism, in order to further deepen cooperation.

In terms of economic and commercial cooperation, the two parties are determined to soon reach a bilateral trade volume of 15 billion US dollars; They agreed to continue coordination and cooperation in mining, transportation, shipbuilding, railway modernization, expansion of transport corridors and intermodal railway lines across China and internationally.

Prime Minister Le Minh Hung asked Russia to create more favorable conditions for certain Vietnamese products to access the Russian market, particularly agricultural products; to lift restrictions imposed on certain seafood processing facilities exporting to Russia; and to expand the list of companies authorized to export these products to Russia as well as to other member countries of the Eurasian Economic Union (EAEU).

The Prime Minister also asked Russia to consider negotiating amendments to the Vietnam-EAEU FTA, completely removing safeguard measures against Vietnamese textile and footwear exports to Russia and the EAEU.

The two sides pledged to promote tourism cooperation and people-to-people exchanges, open a Vietnamese cultural center in Russia in the near future, study the possibility of building a Russian school in Hanoi and organize a Russian cultural season in Vietnam in 2027.

On this occasion, Prime Minister Le Minh Hung respectfully invited President Vladimir Putin to participate in the APEC High Level Week, which will be held in Vietnam, Phu Quoc, in 2027; expressing his belief that the participation of President Vladimir Putin and the Russian delegation in this event would promote cooperation, development, peace and stability in the region and the world.
