Present at the Conference were Prime Minister Le Minh Hung, Chairman of the National Assembly Tran Thanh Man, permanent member of the Party Central Committee Tran Cam Tu, senior Party and state leaders, members of the Politburo, members of the Party Central Committee, members of the Party Central Committee and 800 delegates, including leaders of ministries, departments, the Vietnam Fatherland Front, central organizations and representatives of many localities, agencies and units within the political system.
On behalf of the Party Committee of the Ministry of Foreign Affairs, Comrade Le Hoai Trung, member of the Politburo, Secretary of the Party Committee and Minister of Foreign Affairs, presented the main points of the resolution and several axes of implementation of the action program therein. related. Based on the pursuit of an independent, autonomous, constructive, peaceful, friendly, cooperative and development-oriented foreign policy; on proactive and active integration within the international community; and on the role of friend, reliable partner and responsible member of this community, Resolution 06 sets the objective of developing external relations in this new era, in line with the historical, cultural and international status of the country. The resolution clearly sets out the guiding principles of its ideological orientation, affirming in particular that external relations and international integration are the concern of the entire Party, the entire people and the entire armed forces; identifying external relations as a “crucial and ongoing” task; firmly defending the spirit of strategic autonomy and self-strengthening; and guaranteeing national interests. She also underlined the importance of rigorous application and effective implementation of international commitments.
The resolution also defines several major directions for the future, including promoting the pioneering role of foreign affairs in risk prevention and contributing to the early and remote protection of the Homeland; the expansion of new development spaces for the country; strengthening Vietnam’s responsibility and contribution to resolving common problems of the international community; enhancing the position of the nation through taking advantage of its cultural influence and Vietnamese resources abroad; and the establishment of a global, modern and professional diplomacy, up to the strategic challenges of the new era.

At the Conference, delegates attended presentations from Party committees and Party committees of ministries, sectors and localities: the Central Military Commission, the Party Central Committee for Public Security, the Central Committee for Policies and strategies, the Party Committee of the Ministry of Industry and Commerce, the Party Committee of the Vietnam Fatherland Front, the central mass organizations, the National Assembly Committee on National Defense, Security and Foreign Affairs, the Party Committee of the Hanoi City and the City Party Committee of Ho Chi Minh City.
Representatives of the Central Military Commission highlighted the pioneering role of defense diplomacy, affirming that it constitutes one of the important pillars of Vietnam’s relations with other countries and international organizations; that it represents a proactive and effective method to protect the homeland remotely and in a proactive manner; and that it contributes significantly to the consolidation and maintenance of a peaceful environment, thus creating favorable conditions for national construction and development.
Representatives of the Party Central Committee of the Ministry of Public Security emphasized the “crucial and permanent” role of the work of the People’s Public Security in foreign affairs, which directly serves the mission of protecting the national security and guarantee of order and social security, while contributing positively to strengthening Vietnam’s international influence and prestige.
During their interventions at the Conference, heads of ministries, departments and local authorities affirmed that past achievements in foreign policy have contributed significantly to the overall successes of the country and made it possible to fulfill the noble mission of a global, modern and professional diplomacy, based on its three pillars: Party diplomacy, State diplomacy and diplomacy between peoples. Through all channels, this diplomacy has contributed to bringing the country into a new phase of its national development. Ministries, departments and local authorities have proposed solutions and concrete directions in order to improve the effectiveness of foreign policy in this new context.
During his opening speech at the Conference, Secretary General and President To Lam stressed that Resolution No. 06-NQ/TW was of paramount importance, being one of the strategic resolutions of the Politburo; asserting that the Party and President Ho Chi Minh had always placed the Vietnamese revolution in the regional and global context, and therefore placed great value on the role of foreign affairs.
The Secretary General and President stressed that at the dawn of a new era of national development, Vietnam’s foreign policy testifies to an evolution of its thinking, clearly illustrated by its main ideological principles. This foreign policy is defined as a “crucial and permanent” mission, playing a pioneering role in the protection of the homeland, both in advance and at a distance, and in the creation of an international environment favorable to national development.
External relations must develop commensurate with the status, position and cultural identity of the nation, thus contributing to affirming the image of an independent, autonomous, peaceful, cooperative and responsible Vietnam. They are based on strategic autonomy and national self-sufficiency, guaranteeing the defense of the nation’s higher interests, placing the people at the heart of all policies and considering contribution to the international community as a responsibility. At the same time, external relations are the matter of the entire Party and the entire people, mobilizing the combined strength of the political system and the country.

Based on this observation, Secretary General and President To Lam stressed that foreign policy for the coming period will focus on five major axes:
First, we must play a pioneering role in maintaining a peaceful and stable environment, thereby creating a favorable international situation for the country.
Secondly, foreign relations should become a driving force for the opening of new development spaces, organically linked to the process of socio-economic development of the country, contributing to attracting external resources and favorable conditions for the rapid and sustainable development of the country.
Third, actively participate and contribute responsibly to solving common problems of the international community, thereby strengthening Vietnam’s role and position in multilateral mechanisms.
Fourth, raise the status of the nation to match its historical importance, cultural identity and position, making a positive contribution to human civilization.
Fifth, establish a global, modern and professional diplomacy, up to the strategic challenges of the new era, contributing to the achievement of national development objectives by the middle of the 21st century.
With this in mind, Secretary-General and President To Lam underlined the motto “understand deeply, do correctly, do thoroughly and do efficiently”, and urged all ministries, departments and localities in the country to fully understand and quickly translate the resolution into programs action plans and work plans.
