On June 11, General Secretary and President To Lam, accompanied by many other Party and state leaders, participated in the National Conference on the Study, Understanding and Implementation of Politburo Resolution 06 on implementation of the foreign policy of the 14th Party Congress, organized by the Politburo and the Secretariat.
Foreign relations constitute a crucial and ongoing task.
In his keynote speech at the event, Secretary-General and President To Lam emphasized that Resolution 06 is of paramount importance and is one of the Politburo’s strategic resolutions.
The general secretary and president affirmed that the Party and President H Chi Minh have always placed the Vietnamese revolution in the regional and global context, and therefore attach great importance to the role of foreign affairs.
Entering a new era of national development, Vietnam’s foreign policy reflects a change in mentality, clearly illustrated by major ideological principles.
Foreign relations are considered a crucial and ongoing task, playing a pioneering role in protecting the homeland from the beginning and from a distance, and in creating an international environment favorable to national development.
External relations must develop in proportion to the status, position and cultural identity of the nation, helping to affirm the image of an independent, autonomous, peaceful, cooperative and responsible Vietnam.
The foundation of foreign policy is strategic autonomy and national self-sufficiency, ensuring the overriding national interests, placing the people at the center of all policies, and regarding contributions to the international community as a responsibility.
Foreign policy is the business of the entire Party and all the people, leveraging the combined strength of the entire political system and the country as a whole.
Based on this observation, Secretary General and President To Lam stressed that foreign policy for the coming period would focus on five major axes.

First, we must play a pioneering role in maintaining a peaceful and stable environment, thereby creating a favorable international situation for the country.
Secondly, foreign relations should become a driving force for the opening of new development spaces, organically linked to the process of socio-economic development of the country, contributing to attracting external resources and favorable conditions for the rapid and sustainable development of the country.
Third, actively participate and contribute responsibly to solving common problems of the international community, thereby strengthening Vietnam’s role and position in multilateral mechanisms.
Fourth, raise the status of the nation to match its historical importance, cultural identity and position, making a positive contribution to human civilization.
Fifth, establish a global, modern and professional diplomacy, up to the strategic challenges of the new era, contributing to the achievement of national development objectives by the middle of the 21st century.

Build a developed, independent, autonomous and strong Vietnam.
With this in mind, Secretary-General and President To Lam underlined the motto “understand deeply, do correctly, do thoroughly and do efficiently”, and called on all ministries, departments and localities in the country to fully understand and quickly translate the resolution into programs action plans and work plans.
He also said it is necessary to make significant reforms of cross-sector and cross-domain mechanisms between the central and local levels, and to strengthen the leadership apparatus to effectively coordinate the implementation of the resolution.
The Secretary-General and the President firmly believe that with strong political determination and the involvement of the entire political system, the resolution will soon be implemented, allowing foreign affairs to effectively fulfill its pioneering and crucial and permanent role.
This will help build a developed, independent, self-reliant and strong Vietnam in the new era.

Previously, Foreign Minister Le Hoai Trung presented the main elements of the resolution and several working groups responsible for implementing the action program to implement this resolution.
Resolution 06 sets the goal of developing foreign relations in the new era in a manner commensurate with the historical, cultural and positional status of the country.
The resolution clearly states the guiding principles of the ideological orientation and also defines several main directions for the future, including promoting the pioneering role of foreign affairs in preventing threats and contributing to the early and long-term protection of the Motherland…
The conference heard presentations from Party committees and Party committees of ministries, sectors and localities, including the Central Military Commission, the Party Central Committee for Public Security, the Central Committee for Policies and Strategies, the Party Committee of Ministry of Industry and Commerce, the Party Committee of the Vietnam Fatherland Front, the central mass organizations, the National Assembly Committee on National Defense, Security and Foreign Affairs, the Hanoi City Party Committee and the Party Committee from the city of Ho Chi Minh City.
