On June 11, in the National Assembly Building, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam held a national conference to study, understand and implement Politburo Resolution No. 06-NQ/TW of May 19, 2026 on the implementation of the foreign policy guidelines of the 14th National Congress of the Party.
During his opening speech at the conference, Secretary General and President To Lam emphasized that Resolution No. 06 is of utmost importance and constitutes one of the strategic resolutions of the Politburo.
According to the Secretary General and President, Vietnam’s entry into a new era of national development is reflected in a renewed foreign policy, clearly illustrated by fundamental ideological principles. This foreign policy is defined as a “crucial and permanent” task, playing a pioneering role in protecting the homeland, both in advance and at a distance, and in creating an international environment favorable to national development.

External relations must develop commensurate with the status, position and cultural identity of the nation, contributing to affirming the image of an independent, autonomous, peaceful, cooperative and responsible Vietnam. They are based on strategic autonomy and national self-sufficiency, guaranteeing the overriding national and ethnic interests, placing the people at the heart of all policies, and regarding contribution to the international community as a responsibility. Foreign relations are the concern of the entire Party and the entire people, mobilizing the combined strength of the entire political system and the country.
Secretary General and President To Lam stressed that foreign policy action in the coming period will focus on five major areas:
First we must play a pioneering role in maintaining a peaceful and stable environment, thereby creating a favorable international situation for the country.
Second external relations should become a driving force for the opening of new development spaces, organically linked to the process of socio-economic development of the country, contributing to attracting external resources and favorable conditions for the rapid and sustainable development of the country.
Third actively participate and contribute responsibly to solving common problems of the international community, thereby strengthening Vietnam’s role and position in multilateral mechanisms.

Fourthly raise the status of the nation so that it lives up to its historical importance, cultural identity and position, and make a positive contribution to human civilization.
Fifthly establish a global, modern and professional diplomacy, up to the strategic challenges of the new era, contributing to the achievement of national development objectives by the middle of the 21st century.
With this in mind, Secretary-General and President To Lam underlined the motto “understand deeply, do correctly, do thoroughly and do efficiently”, and urged all ministries, departments and localities in the country to fully understand and quickly translate the resolution into programs action plans and work plans.
The Secretary-General and the President expressed deep confidence that, through strong political determination and the involvement of the entire political system, Resolution 06 will soon be implemented, thereby enabling business foreigners to effectively play their pioneering role and fulfill their crucial and permanent mission of nhiệm vụ, contributing to the construction of a developed, independent, self-reliant and strong Vietnam in the new era.

At the conference, Mr. Le Hoai Trung, Minister of Foreign Affairs, presented the main elements of the resolution and several working groups responsible for implementing the action program to implement Resolution No. 06.
According to Minister Le Hoai Trung, based on the pursuit of an independent, autonomous, autonomy-enhancing, peaceful, friendly, cooperative and development-oriented foreign policy; the implementation of multilateralism and diversification of international relations; proactive and active integration within the international community; and the role of friend, reliable partner and responsible member of the international community, Resolution 06 sets the goal of developing foreign relations in the new era in line with the historical and cultural status and position of the country.
The resolution clearly sets out the guiding principles of ideological orientation, notably affirming that foreign affairs and international integration are the concern of the entire Party, the entire people and the entire army; identifying foreign affairs as a “crucial and ongoing” task; firmly defending the spirit of strategic autonomy and self-sufficiency; guaranteeing national interests; and insisting on discipline in the implementation and effective respect of international commitments.
