Transforming foreign policy successes into drivers of development in Ho Chi Minh City.

Comrade Nguyen Phuoc Loc, member of the Party Central Committee, deputy secretary of the city Party Committee and chairman of the Vietnam Fatherland Front Committee of He Chi Minh City, chaired the conference and directly provided information and guidance.

At the conference, Comrade Nguyen Phuoc Loc said that the visit of the high-level delegation of the Vietnamese Party and State to three ASEAN countries from May 27 to June 1 was a great success, achieving many of the set goals.

This also marks the first visit of Secretary-General and President To Lam to ASEAN countries since the successful conclusion of the 14th National Party Congress, the 16th National Assembly Elections and the People’s Council Elections at all levels for the term 2026-2031.

This visit is of particular importance because it comes in a context marked by the celebrations, between Vietnam and Thailand, and between Vietnam and the Philippines, of 50 years of diplomatic relations; the Philippines assuming the ASEAN presidency in 2026, Singapore in 2027 and Vietnam hosting the APEC summit in 2027.

During this visit, the high-level Vietnamese delegation carried out a rich and substantial work program; she held in-depth talks, meetings and exchanges with high-ranking leaders from Thailand, Singapore and the Philippines; and she has worked with and participated in important forums with businesses, corporations and research institutes.

In addition, the trip included discovering exemplary scientific and technological facilities and meeting the Vietnamese community in the three countries.

One of the highlights was Secretary-General and President To Lam’s opening speech at the Shangri-La Dialogue 2026, a prestigious and influential international forum on security and defense in the Asia-Pacific region, attended by around 500 delegates from more than 40 countries.

The speech of the General Secretary and President on international and regional peace and security clearly outlined the views of our Party and state on the current global situation, the challenges posed, as well as important recommendations and proposals; these were recognized and highly appreciated by the delegates participating in the conference and by the international community.

This visit effectively conveyed Vietnam’s development message to its main regional partners, clearly demonstrating the country’s mentality, needs and development direction in this new era.

This once again confirms Vietnam’s constant policy of always valuing relations with neighboring countries and ASEAN countries; thus demonstrating Vietnam’s proactive, positive and responsible role in working with ASEAN countries to strengthen solidarity, consolidate ASEAN’s central role and maintain peace, stability, cooperation and development in the region.

The comprehensive, strategically important and long-term results of this visit will create new momentum, opening a new phase of development for the friendly cooperative relations between Vietnam and Thailand, Singapore and the Philippines.

During this visit, Secretary General and President To Lam closely supervised the implementation of the results of the visit.

With this new mindset and spirit of development driving the country, ministries, sectors and local authorities must fully understand the common views between our high-level leaders and those of other countries, and develop specific programs, plans and projects to implement the high-level agreements, prioritizing practical interests of the population and using effectiveness and concrete results as evaluation criteria.

Valuable lessons for Ho Chi Minh City for innovative development.

During discussions with officials and members of the Fatherland Front, Comrade Nguyen Phuoc Loc said that based on the practical experience of the visit, many experiences, development models and modern governance methods from other countries could provide valuable lessons for He Chi Minh City, to study and apply appropriately, thus creating a dynamic conducive to major advances in the period to come.

The comrade said that in the context of the Politburo’s recent issuance of Resolution No. 09-NQ/TW on the construction and development of Ho Chi Minh City in the new era, the experience gained from this visit will provide an important basis for He Chi Minh City to continue its research and selectively apply governance models and methods; thus concretizing the objectives and tasks set out in resolution 09.

During his visit, Comrade Nguyen Phuoc Loc observed that the development strategies of Thailand, Singapore and the Philippines have one thing in common: they all place science and technology, innovation, digital transformation, the development of high-quality human resources and modern data-driven governance at the forefront. heart of their national development strategies.

In your opinion, these are major trends and areas that Ho Chi Minh City should continue to focus on in the future in terms of research, application and implementation.

Therefore, Ho Chi Minh City should continue to deeply understand and effectively implement the central government’s policies on scientific, technological development, innovation and digital transformation, considering this as the most important driving force for innovative development in this new phase.

In addition, it is necessary to set up a complete innovation ecosystem, closely associating the state, businesses, research institutes, universities and investment funds. The city must also accelerate the creation of the Science and Technology Center in northern Ho Chi Minh City.

He said the city could consider adopting advanced models such as Singapore’s A*STAR and Vietnam’s Advanced Manufacturing Research Centre.

Furthermore, it is necessary to proactively prepare the conditions for greater participation in the global value chain in strategic technological sectors such as semiconductors, artificial intelligence, big data, digital technologies, biotechnologies and high-tech industries. At the same time, the construction of the International Financial Center in He Chi Minh City must be accelerated.

Based on the results and experiences gained during this working trip, Deputy Secretary of the Party Committee of Ho Chi Minh City Nguyen Phuoc Loc proposed that the city continue to focus on the effective implementation of Politburo Resolution 57-NQ/TW, the draft 204 of the Central Committee of the Party and the policies of the central government in matters of science and technology development, innovation, shared data systems and digital infrastructure in the service of municipal governance.

At the same time, Ho Chi Minh City should strengthen its international cooperation, especially with its partners in the ASEAN region, to leverage experience, technology, resources and new cooperation opportunities in the fields of science and technology, innovation, digital transformation, logistics, seaports, maritime economy, education and training and human resources development.

This will help achieve the goal of making Ho Chi Minh City a leading economic, financial, scientific, technological and innovation center in Southeast Asia.

In this context, the Vietnam Fatherland Front and other political and social organizations should reach common understanding, develop specific action programs, continue to improve their political apparatus, drastically reduce superficial movements, and focus on improving the quality and effectiveness of their activities.

In addition, we will continue to play a key role in disseminating information, promoting social consensus and inspiring innovation, creativity and the desire of all segments of the population and business community to contribute to the development of the city.
