During the meeting, Minister Le Hoai Trung praised the role of the American Congress in strengthening bilateral relations, particularly through exchanges of delegations, contacts between parliamentarians, dialogues between specialized committees and the support provided to cooperation programs between the two legislative assemblies. The minister stressed that the delegation’s visit contributed to deepening mutual understanding, strengthening trust and boosting the stable, concrete and sustainable development of relations between Vietnam and the United States.
Minister Le Hoai Trung presented to the delegation the main directions of Vietnamese foreign policy at the end of the 14th National Party Congress. He affirmed that Vietnam pursues an independent, autonomous, multilateral and diversified foreign policy, and positions itself as a friend, a reliable partner and a responsible member of the international community. The minister stressed that Vietnam’s foreign policy is implemented in a coherent and comprehensive manner, relying on the three pillars of Party diplomacy, state diplomacy and people-to-people diplomacy. Parliamentary diplomacy constitutes an essential channel of cooperation, helping to strengthen the socio-political foundations of relations with partners, notably the United States.
Affirming that Vietnam regards the United States as a top partner, Minister Le Hoai Trung proposed that the two sides continue to effectively implement high-level agreements and understandings, so as to strengthen and consolidate the Comprehensive Strategic Partnership. The minister asked the United States to continue promoting cooperation economic and trade in a balanced, equitable and mutually beneficial manner, and to expand cooperation in the fields of science and technology, innovation, digital transformation, energy, education and training, people-to-people exchanges and management of consequences of the war.
Minister Le Hoai Trung also suggested that the two sides continue to maintain regular and constructive channels of exchange to appropriately address remaining differences, with mutual respect for their political systems, independence, sovereignty and territorial integrity, and in accordance with the framework of the Global Strategic Partnership. The minister stressed that the Vietnamese Ministry of Foreign Affairs is ready to work closely with relevant US agencies, including the US Congress, to promote mutually beneficial areas of cooperation, thereby contributing to peace, stability, cooperation and development in the region.
US lawmakers reaffirmed their commitment to the relationship with Vietnam, praised Vietnam’s role in the region and expressed their willingness to further promote exchanges between the two countries’ parliaments, specialized committees and advisory and support agencies. parliaments.
When discussing specific areas of cooperation, US lawmakers emphasized that economic and trade relations remain key drivers of bilateral relations. They welcomed the efforts made by both sides to exchange and negotiate to address trade issues, including customs duties, in a balanced manner and consistent with the interests of both countries. Regarding US Section 301 investigations into industrial overcapacity and forced labor, Minister Le Hoai Trung said Vietnam has no policy of industrial overcapacity or use of forced labor. He called on the United States to examine the matter objectively and fairly, taking into account the concrete realities of economic and commercial cooperation between the two countries.
The Vietnamese side also highlighted that it has recently actively improved the legal framework and strengthened enforcement of intellectual property laws, strictly dealing with violations, thereby contributing to the establishment of a transparent and healthy investment and business environment in line with Vietnam’s international commitments.

Regarding local cooperation and people-to-people exchanges, both sides agreed that these are important areas for bilateral relations and mutual understanding between the people of the two countries. Minister Le Hoai Trung asked US lawmakers to continue to pay special attention to the links between local communities in the two countries and promote them in areas such as economy, education and training, science and technology, culture and tourism. US lawmakers affirmed their support for strengthening exchanges and cooperation between the people of the US and Vietnamese states and local communities, thereby contributing to the deepening of the Vietnam-US comprehensive strategic partnership.
The two sides also exchanged views on several international and regional issues of common concern, including the situation in the Asia-Pacific, regional hotspots, energy security, and maritime and aviation security. On the South China Sea issue, the two sides stressed the importance of maintaining peace, stability, security and freedom of navigation and overflight; the fluidity of international maritime traffic; and the peaceful resolution of disputes in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). The US senators reaffirmed their support for the peaceful resolution of disputes, based on international law, and pledged to continue their cooperation with Vietnam in regional and international forums.
