Present at the meeting of Politburo members were: Pham Gia Tuc, Permanent Deputy Prime Minister; General Phan Van Giang, Deputy Prime Minister and Minister of National Defense; Le Hoai Trung, Minister of Foreign Affairs; and leaders of ministries and central agencies.

During the meeting, delegates focused on evaluating achievements, clarifying the difficulties and obstacles to overcome and identifying their causes; to analyze in depth the evolution of the global situation, its repercussions on Vietnam and the problems that arise in the development of the diplomatic sector.

In addition, the discussions focused on key tasks and solutions for the coming period for the Ministry of Foreign Affairs, including the implementation of foreign policy missions in accordance with the directions and directives of the Central Committee, the Politburo and the Secretariat; solutions for deepening and substantive bilateral and multilateral relations, development diplomacy and other aspects of foreign policy work.

The meeting also reviewed and processed the proposals and recommendations of the Ministry of Foreign Affairs to the government and the Prime Minister regarding personnel matters, mechanisms, policies and resources necessary for the establishment of a comprehensive and modern diplomatic system.

Concluding the working session, Prime Minister Le Minh Hung said that the 14th National Congress of the Communist Party of Vietnam had identified “strengthening foreign relations and international integration as a crucial and ongoing task”; This is a very important strategic shift in the Party’s thinking, demonstrating its high regard for the very important role and place of foreign affairs and diplomacy.

In addition, after having reorganized its structure, the Ministry of Foreign Affairs has the function of unifying state management of foreign affairs within the political system; to advise the Party and the state on strategic direction; and to organize the implementation of the Party’s foreign policy, state diplomacy and people-to-people diplomacy.

Recently, the global situation has evolved rapidly, becoming complex and unpredictable. These changes, whether minor or major, have a direct impact on Vietnam, via multifactorial and intersectoral transmission mechanisms. This raises many challenges, requiring proactive strategies, strategic forecasts, policy responses and contingency plans to deal with different possible scenarios.

“All this places a very heavy burden on the Ministry of Foreign Affairs, not only this year, but also in the years to come,” said Prime Minister Le Minh Hung.

On behalf of the Government, the Prime Minister welcomed and welcomed the efforts made by the Ministry of Foreign Affairs in carrying out its missions during the past period. These efforts have contributed to the maintenance of peace, stability, an environment conducive to national development and friendly relations with other countries. The Ministry also contributed to the refinement of theoretical thinking and the orientations of the Party’s foreign policy, in particular to the strategic change made in foreign policy during the 14th National Congress. Finally, it played an advisory role in directing and mobilizing external resources for the development and expansion of markets for Vietnamese products. Furthermore, the diplomatic sector carried out effective preparations for high-level diplomatic activities, thus strengthening the position and prestige of the country. He actively and successfully participated in many important issues on the international scene, closely integrating the three pillars of foreign policy: Party diplomacy, state diplomacy and citizen diplomacy, and linking national defense, security and business foreign to economic and social development.

The Prime Minister also stated that, in addition to the achievements, it is necessary to clearly identify the limits, difficulties, challenges and their causes in order to do even better in the future, in particular by transforming mentalities and working methods to respond to new requirements and tasks; by carrying out research and forecasting of the situation, providing advice and proposals, in particular to contribute to the expansion of markets and the development of advantageous industries and sectors of the country; and coordinating and distributing roles between agencies, which are sometimes ineffective and inconsistent.

Regarding the key tasks and solutions for the coming period, the Prime Minister emphasized the need to build a clean and strong Party organization; to pay close attention and do a good job in Party building and protecting domestic political security, especially in important areas, and to take timely measures early and remotely when problems arise.

Furthermore, in-depth research and urgent concretization of the foreign policy directions of the 14th National Party Congress, in the form of plans, projects and specific solutions, are essential to guarantee both progress and quality. The focus is on the resolution of the Politburo on the implementation of the foreign policy guidelines of the XIV Congress, the resolution 59-NQ/TW of the Politburo on international integration in the new context, the conclusion 18-KL/TW of the Central Committee and the resolution 250/2025/QH15 of the National Assembly on some specific mechanisms and policies aimed at strengthening the effectiveness of international integration. At the same time, the focus is on the implementation of Government Resolution 109/NQ-CP, which updates and completes the action program for the implementation of the resolution of the XIV Party Congress and the conclusion 18-KL/TW of the Central Committee, as well as other strategic resolutions relating to international integration.

The Prime Minister requested that these tasks be submitted to the Government and the Prime Minister in May and the second quarter of 2026, and that policy documents and circulars (where applicable) be issued to ensure immediate implementation; at the same time, the drafting and publication of legal documents, Projects and submissions already included in the 2026 work program must be ensured to continue as planned.

The Ministry of Foreign Affairs, in coordination with the ministries and agencies concerned, is urgently reviewing and proposing amendments and additions to the decree relating to the functions, missions and organizational structure of the Ministry of Foreign Affairs foreigners; the urgent development of key performance indicators (KPIs) in order to provide a basis for evaluating civil servants and public sector agents; and the proactive establishment of focal point management mechanisms for foreign policy activities, particularly in the areas of external economic relations, investment attraction, tourism promotion and technological diplomacy.

The Prime Minister also ordered that the foreign policy agenda of senior leaders be well organized; that there be greater proactivity and better coordination with relevant ministries and agencies in terms of advice, proposal and development of plans; that there is global and strong innovation, both in substance and form, with a view to saving money, optimizing content and effectiveness; and that the content of the exchanges is carefully prepared to ensure specificity and practicality, scrupulously respecting the requirements of the other party and our own needs.

At the same time, we must accelerate the digital transformation linked to digitalization mechanisms, urgently establish a digital management system, review, monitor, manage and encourage the implementation of international commitments and agreements (specifying the results of the implementation work, difficulties, obstacles, proposals and recommended solutions), particularly those concluded following visits by high-level leaders; and focus on preparing for the upcoming activities of these leaders.

The Prime Minister called for an improvement in the quality of research, consultation, assessment and forecasting regarding the global and regional situation, as well as adjustments to the strategies and policies of key partners in order to quickly provide information, advice and recommendations on policies, measures and response scenarios. The objective is to avoid any passivity or taking things unawares and thus prevent risks, immediate or long term, which could affect national security, defense and development. He particularly insisted on the need to strengthen research and consultation in order to effectively contribute to the objective of double-digit growth, transforming and establishing a new growth model based on science and technology, innovation and digital transformation.

Calling for the acceleration of the establishment of a complete, modern and professional diplomatic sector, the Prime Minister stressed that Vietnamese representations abroad must be more proactive and diligent, closely monitoring the situation and developments in the world situation in general and in the host country in particular. in particular, fully understanding the local context and promptly reporting and making recommendations on policies and measures to consolidate and strengthen cooperation between Vietnam and other countries in areas of interest and priority; develop markets for import and export of goods and promote cooperation in science, technology and labor.

The Diplomatic Academy should focus on developing professional faculty, training innovation, promoting strategic research and consultancy work, strengthening cooperation with leading universities, research institutes and experts at national and international levels in order to build a cooperation network serving evaluating, advising and formulating diplomatic policies and strategies adapted to the national and international situation.

During this same meeting, the Prime Minister gave his opinion on the proposals and recommendations of the Ministry of Foreign Affairs; he notably requested an urgent report on the draft decree detailing certain provisions relating to mechanisms and policies aimed at promoting resources to strengthen the effectiveness of international integration, in accordance with resolution No. 250/2025/QH13 of the National Assembly; and coordination with the Ministry of Culture, Sports and Tourism for the research and development of the cultural diplomacy strategy until 2035, with a vision to 2045, and a report to the Prime Minister during the third quarter of 2026.

The Prime Minister instructed relevant ministries and agencies to coordinate closely with the Ministry of Foreign Affairs to study the proposed content, proactively implement tasks and solutions falling within their functions, duties, powers and management areas of state, and to report to the Prime Minister on matters beyond their competence.
