Vietnam accelerates the modernization of its diplomacy under the leadership of the government

Prime Minister Lé Minh Hung stressed the need to develop a comprehensive, modern and professional diplomatic sector during a working meeting with the Ministry of Foreign Affairs on May 11 in Hanoi to evaluate the ministry’s recent performance. and discuss key, urgent and strategic tasks ahead.
The Minh Hung emphasized that the XIVe National Party Congress had included the promotion of foreign affairs and international integration among its “regular and essential tasks“, testifying to a major evolution in strategic thinking and the Party’s high regard for diplomacy.
He noted that following the restructuring of the organizational apparatus of the political system, the Ministry of Foreign Affairs had assumed the role of unified state manager of external affairs, while advising the Party and the state on strategic directions and in coordinating Party diplomacy, state diplomacy and people’s diplomacy.
The Prime Minister said that the rapid, complex and unpredictable developments in the global situation directly affect Vietnam through increasingly multidimensional and cross-sectoral channels, requiring greater proactivity, better strategic foresight and tailored policy responses.
The head of government praised the ministry’s efforts in maintaining peace and stability, strengthening relations with partners, contributing to the Party’s thinking on foreign policy, mobilizing external resources for development, expanding markets for Vietnamese products and strengthening of the country’s international influence.
He also highlighted the gaps to be filled, particularly in terms of strategic forecasting, public policy advice, market expansion and interministerial coordination.

Regarding future priorities, the Prime Minister stressed the need to build an integrated and strong Party organization within the ministry, while paying special attention to domestic political protection, especially in key strategic areas.
He urged the relevant bodies to immediately institutionalize the foreign policy guidelines adopted during the 14the National Party Congress in concrete plans, projects, and measures, including the resolution of the Politburo on the implementation of the foreign policy line of the Congress, resolution 59 on international integration in the new context and related strategic resolutions.
The Prime Minister requested that these tasks be submitted to the government between May and the second quarter of 2026, accompanied by the necessary guidance documents for their immediate implementation.
The Ministry of Foreign Affairs was tasked with coordinating with relevant ministries to review and modify regulations relating to its functions, missions and organizational structure, while developing mechanisms for evaluating civil servants based on indicators key performance (KPI) and creating frameworks for managing external economic activities, promoting investment, tourism and technological diplomacy.
The Prime Minister also called for comprehensive and substantial reforms in the organization of high-level diplomatic activities, in order to increase their efficiency and better align them with Vietnam’s interests and the priorities of its partners.
He ordered the ministry to accelerate its digital transformation and put in place a digital management system to monitor the implementation of international commitments and agreements, particularly those concluded during high-level visits.
At the same time, the ministry was tasked with improving the quality of strategic research and forecasting in order to support public policies and safeguard national security and development, particularly to achieve the goal of double-digit growth and transition to a growth model based on science, technology, innovation and digital transformation.
Vietnamese representations abroad were invited to intensify their trade development efforts and promote cooperation in the fields of trade, science, technology and labor.
The Vietnam Diplomatic Academy has been tasked with focusing on training qualified cadres, strengthening strategic research and developing increased cooperation with universities, research institutes and national and international experts to improve its public policy advisory capabilities.
During this meeting, Prime Minister Lê Minh Hung also gave his opinion on several proposals from the ministry, including the urgent finalization of a decree governing mechanisms and policies aimed at strengthening the effectiveness of international integration, in accordance with the Resolution 250/2025/QH15 of the National Assembly.
He also instructed the Ministry of Foreign Affairs to collaborate with the Ministry of Culture, Sports and Tourism in the development of a cultural diplomacy strategy by 2035, with a vision until 2045, with a view to its presentation to the third quarter 2026.
