ANALYSE – There are two approaches to ending the war in Ukraine. One, Trumpist, based on “realpolitik” and the primacy of force and the other, European, warns against “realpolitik” without taking into account “reality”.
The Duma voted on Wednesday a law that authorizes President Putin to send troops to any country where Russian citizens could be threatened, arrested or brought before the courts. Uninhibited legislation that Ukrainians see as “Normalization of Russian expansionism”.
This threatening legislative initiative coincides – which cannot be a coincidence – with the holding, Thursday and Friday in Chisinau in Moldova, of a summit of Ministers of Foreign Affairs of the Council of Europe, which should confirm the creation of the special tribunal for the crime of Russian aggression against Ukraine, including the statute was adopted in June 2025. France announced through its minister Jean-Noël Barrot that it « rejoindra le comité de direction du tribunal spécial »which she hopes to see created during the meeting.
