Ukrainian President Volodymyr Zelensky was on an official visit to Germany. The two countries are working on a joint defense system project that could extend across all of Europe.
Toward a Common Defense System Between Ukraine and Germany?
Ukraine and Germany have just formalized a strategic defense partnership during a meeting in Berlin. This agreement marks a turning point in military cooperation between the two countries, amidst ongoing conflict with Russia. This initiative is based on Ukraine’s battlefield experience. Over the past four years, the country has developed a particularly dynamic defense industry. A significant portion of the equipment used on the front lines is now locally produced, showcasing a rapid increase in its military capabilities.
Ukrainian President Volodymyr Zelensky emphasized his country’s central role in the continent’s security. “Ukraine must be an integral part of Europe’s security,” he stated. This reflects a clear ambition to integrate Kyiv into the European defense architecture. Germany, on its part, confirms its commitment. Berlin is now one of Ukraine’s main military supporters, having provided approximately 55 billion euros in military aid since 2022, with an additional 11.5 billion euros planned in the current budget.
Beyond financial support, this partnership aims to establish long-term cooperation. It is not just about one-off assistance but about building common capabilities.
An Defense System Based on Innovation and Drones
At the core of this partnership is the joint development of advanced military technologies. Drones play a central role in this strategy. Ukraine has become a major player in this field, developing various types of drones: reconnaissance drones, interceptor drones, long-range drones, and naval drones. These systems have played a crucial role on the ground, particularly in securing the maritime corridor in the Black Sea. Over the first three months of 2026, more than 22,000 missions were carried out by robotic land systems, according to Volodymyr Zelensky. “Lives have been saved more than 22,000 times,” the Ukrainian president explained.
In this context, the partnership with Germany includes the joint production of drones. The goal is ambitious, with both countries aiming to provide thousands of units to the Ukrainian forces in a project that could become one of the largest in Europe. This initiative is part of a wider plan. A defense package of 4 billion euros has also been announced, including Patriot missiles and IRIS-T systems to strengthen Ukrainian air defense.
Beyond bilateral cooperation, this partnership could pave the way for a broader defense system at the European level. The idea is to integrate all European countries, as well as some neighboring states like the UK, Norway, and Turkey. “Together, the UK, Ukraine, and Turkey have more powerful armies than Russia,” according to Volodymyr Zelensky.
