US Secretary of State Marco Rubio renewed the US offer on Wednesday, on the condition that the aid be distributed by the Catholic Church, bypassing the communist government.

A partial disconnection of the electrical grid occurred at 06:09, and seven out of fifteen provinces were affected. The country has been experiencing widespread power shortages due to fuel shortages and strict restrictions imposed by Washington.
