On Tuesday, Florida Gov. Ron DeSantis signed off on two new bills, bringing the total number of approved laws this year to over 80, as reported by WKMG in Orlando.
The new laws focus on animal-related issues, specifically animal welfare and pet sales. During a news conference in Palm Beach, DeSantis expressed that these laws aim to protect animals and hold abusers accountable. He highlighted that HB 559 provides law enforcement and local communities with additional tools to combat animal abuse, with new felony penalties for severe acts of cruelty. Additionally, SB 1004 enhances legal protections for those who buy and own pets and ensures accountability for businesses that break the law.
HB 559, concerning Animal Welfare, establishes a third-degree felony offense for adults who cause or entice minors to commit acts of cruelty against animals. It also mandates a psychological evaluation and potential treatment for minors involved in animal cruelty. This law will be effective from October 1.
SB 1004, regarding Pet Sales, introduces various consumer protections related to pet sales in Florida. These include requirements for pet dealers to disclose financing terms before finalizing a sale, allow consumers to terminate agreements penalty-free if the purchased animal is later found unfit due to illness, and provide veterinary medical records for the animal. Consumers must also receive written notice detailing their rights under Florida law regarding returning or exchanging sick animals and seeking reimbursement for veterinary expenses. Violations will be enforceable under Florida’s Deceptive and Unfair Trade Practices Act. This law will come into effect on July 1.
