One of the great privileges of city living is having global culture at your fingertips. In a single day, one can spend the morning viewing world-famous works of art, the afternoon strolling through independent bookstores and galleries, and the evening at a comedy show, theater or concert. Without forgetting the rest: neighborhood cinemas, street art, traditional festivals, museum nights… The best part of all that? In many of the world’s best cities, all this human creativity is available for free.
Each year, Time Out sets out in search of today’s cultural capitals, those cities where art collections, theater, music and cultural celebrations are both accessible and affordable, for locals and visitors alike. To compile the rankings, we surveyed 24,000 residents in more than 150 cities about the quality and accessibility of their cultural scene, and asked them what their city does best, from comedy and carnival to live music and literature. We then cross-referenced their responses with the opinion of the Time Out culture jury (editors, journalists and local experts), who voted for the cities that they consider particularly exciting to visit for culture and the arts at the moment. In order for the ranking to reflect the best cultural cities on a global scale, we have only retained the highest rated city per country.
In every city in this ranking, you will find legendary cultural venues and busy cultural agendas. Time Out’s local experts give you their favorites for 2026: from an immersive installation that will take over the oldest bridge in Paris in June to the best summer festivals in London, including the brand new Grand Egyptian Museum in Cairo.
24,000 residents voted, Paris is the 2nd best city in the world for art and culture
Paris takes 2nd place in this world ranking, behind London and ahead of New York. A deserved distinction: the French capital is the only city in the panel to have obtained 100% positive opinions from its inhabitants on the quality of its cultural offer. A plebiscite confirmed by the Time Out jury of experts, 80% of whom voted in favor. Paris also stands out as the city in the ranking best rated for its museums, cited by 97% of Parisians as the city’s best cultural asset.
As far back as we can go, Paris has always opened its arms to the illustrious names of culture as well as to the young shoots of the avant-garde, offering them a unique panel in the world of immense prestigious rooms and more confidential spaces. This confluence of talents continues with the same energy in 2026 in all facets of art, from painting to photography, from architecture to fashion.
So we can admire Matisse, 1941-1954 at the Grand Palais, Africa Fashion at the Quai Branly Museum – Jacques Chirac ou Lee Miller, at the Museum of Modern Art in Paris. To make us forget the renovation of the Center Pompidou (until 2030), the Museum of Romantic Life and the new Cartier Foundation for Contemporary Art (r)open their doors.
