Focus on the development of strategic technologies.

At a recent meeting, the report indicated that the development of strategic technologies and the scientific and technological ecosystem has seen numerous positive evolutions. These technologies are subject to constant review and improvement. Examples include the inauguration of the Vietnamese Space Center and the groundbreaking for Vietnam’s first semiconductor manufacturing plant; some companies now master up to 65% of key technologies in areas such as AI cameras, 5G, and drones.

In the first quarter of 2026, the number of digital technology companies significantly increased, with an additional 1,394 companies; exports of digital technology products are expected to reach over 45 billion US dollars, an increase of 32.2% compared to the previous period.

Prime Minister Pham Minh Chinh delivered a keynote speech at the meeting.

In concluding the meeting, while acknowledging the progress made, Prime Minister Pham Minh Chinh also candidly pointed out the low level of awareness and slow implementation. He called for a focus on organizing and implementing the Strategic Technology Development Program, revising and adjusting the functions, tasks, organizational structure, and powers of ministries and sectors in the development of science, technology, innovation, and digital transformation, and enhancing preferential policies to attract major technology companies and develop strategic technological products such as semiconductors and AI to contribute to the advancement of strategic technologies.

“The development of strategic technologies must be guided by the principles of keeping pace, advancing together, and surpassing others, while overcoming practical challenges and achieving Vietnam’s political objectives,” emphasized the Prime Minister.

Regarding specific tasks, the Prime Minister tasked the Ministry of Science and Technology with leading and coordinating with other ministries, sectors, and agencies in developing projects related to infrastructure development for atomic energy applications, low-energy economic spaces, and quantum industry. Additionally, the Ministry of Education and Training was urgently guided to implement the tripartite cooperation model, clarifying the roles, responsibilities, and coordination mechanisms of the involved parties.

The Prime Minister also emphasized the importance of building and enhancing significant national databases on land, officials, social security, health, education, training, and verifying and cleaning the data in the national population database.

The Ministry of Justice, in coordination with other ministries and agencies, will complete a 50% reduction in the processing time of administrative procedures, a 50% reduction in administrative compliance costs, and continue to reduce by 30% the sectors subject to conditions and 100% unnecessary trade conditions.

To ensure cybersecurity and data security and promote the development of high-quality human resources, the Prime Minister called for the synchronized implementation of solutions to ensure cybersecurity and data security, protect national sovereignty in cyberspace, prevent and combat misinformation, malicious content, and cyber-attacks, accelerate the resolution of persistent problems such as “faulty” SIM cards and accounts without legitimate owners, eradicate fraudulent tools and cyber-attacks at their source, and resolutely combat and punish illegal buying and selling of personal data.
