The three Baltic States – Estonia, Latvia, Lithuania – in the world of 2026: European vision, new threats and global defense – IHEDN: Institute of Advanced National Defense Studies

As contemporary conflicts take on increasingly complex forms, this conference aims to better understand the role and place of Estonia, Latvia and Lithuania in the world of 2026.

On the front line of the geopolitical tensions crossing Europe, the three Baltic states constitute a privileged observatory of new forms of conflict: hybrid conflicts, cyberattacks, information warfare, digital influence and technological innovations applied to power strategies. Through their experience, this meeting will offer keys to understanding the threats which are reshaping the European security environment today.

The conference will then focus on the responses developed by these three countries, particularly through the concept of global defense which brings together the state, the armed forces, businesses, communities and citizens in the same approach to resilience. Finally, beyond security issues, it will explore the European vision held by the three Baltic States: their perception of the continent’s strategic issues, their commitment within the European Union and NATO, as well as their contribution to reflections on the future of Europe in a profoundly changing international context.

  • Céline Bayou : Specialist in the Baltic region, Russia and geopolitical issues in Eastern Europe, Russia/Continental Europe mission manager at the Center for Analysis, Forecasting and Strategy (CAPS) of the MEAE.
  • SE Viljar Lubi: Ambassador of Estonia to France.
  • SE Alice Pigeon: Ambassador of Latvia to France.
  • SE Arnold Pranckevi : Ambassador of Lithuania to France.
  • Pierre Lévy: Ambassador of France, Chairman of the Board of Directors of IHEDN.

 

On the occasion of this conference, EuroDefense-France will present the Cahier spécial de la RDN (National Defense Review) devoted to Baltic Europe.

A signing session is also planned with:

To end the evening, a cocktail will be offered at La Rotonde of the Military School.
