During his opening speech at the conference, Secretary General and President To Lam highlighted the critical importance of Resolution No. 06-NQ/TW, one of the Politburo’s strategic resolutions. According to the Secretary General and President, Vietnam’s entry into a new era of national development is reflected in a renewed foreign policy, clearly illustrated by fundamental ideological principles. This foreign policy is defined as a “crucial and permanent” task, playing a pioneering role in protecting the homeland, both in advance and at a distance, and in creating an international environment favorable to national development.

External relations must develop commensurate with the status, position and cultural identity of the nation, thus contributing to affirming the image of an independent, autonomous, peaceful, cooperative and responsible Vietnam. They are based on strategic autonomy and national self-sufficiency, guaranteeing the defense of the nation’s higher interests, placing the people at the heart of all policies and considering contribution to the international community as a responsibility. At the same time, external relations are the matter of the entire Party and the entire people, mobilizing the combined strength of the political system and the country.
5 main directions
Based on this observation, Secretary General and President To Lam stressed that foreign policy should focus on five major axes during the coming period:
First, we must play a pioneering role in maintaining a peaceful and stable environment, thereby creating a favorable international situation for our country. This implies, above all, consolidating our “security and development belt”. The absolute priority is to maintain and develop our external relations with neighboring countries; to strengthen political trust and strategic connectivity in the areas of infrastructure, energy, logistics, culture, science and technology, etc., in order to interweave our long-term interests; to closely coordinate our actions to harmoniously address border issues, water security, space security and non-traditional challenges; and to effectively manage disagreements and resolve disputes by peaceful means. We need to strengthen unity and solidarity, consolidate ASEAN’s central role, and proactively put forward initiatives to promote cooperation within ASEAN. With major Powers, we must proactively and positively shape, maintain and develop balanced, harmonious and mutually beneficial relations, avoiding confrontation and dependence. It is about strengthening strategic trust, effectively implementing existing relational frameworks and prioritizing the areas and methods of cooperation that suit us, including the economy, trade, science, technology, defense and security. In collaboration with other partners, it is necessary to make substantial changes and optimize the potential of existing cooperation frameworks and free trade agreements (FTAs) In the current context of many fluctuations and uncertainties, it is necessary to strengthen strategic governance capacities. In particular, improving the quality of forecasts and interministerial advice is crucial to avoid being caught. At the same time, it is essential to deepen cooperation in the defense and security sectors, strengthening cooperation, information sharing, cyber security, search and rescue exercises, as well as peacekeeping operations.
Second, foreign policy must become an engine of development, intrinsically linked to the process of socio-economic development of the country, and contribute to attracting external resources and favorable conditions for rapid and sustainable development. It must be based on a strategic, coherent and global vision, taking into account the main challenges facing the country to achieve its strategic objectives and become a developed country with high income, where the well-being and improvement of the material and spiritual living conditions of the population are essential.
Vietnamese foreign policy is evolving, moving from “attraction” to “selection” and improving the quality of resources for strategic advances. Emphasis is placed on the diversification of markets, partners and sources of supply in order to increase the added value of Vietnamese products; on a rigorous selection of foreign direct investments (FDI), favoring high-tech projects, close links with the domestic market and technology transfer; and on the mobilization of new sources of financing: public aid for green development, climate credits and preferential investments in strategic infrastructure. Positive political relations must be translated into concrete cooperation projects and programs, anticipating new trends. The full and effective implementation of international commitments and agreements will become a driver of development. At the same time, it is necessary to strengthen technological diplomacy, by creating frameworks for technological cooperation, particularly in the areas of innovation, digital transformation, artificial intelligence (AI), quantum computing and minerals strategic, and establishing links with the main global and regional innovation centers It is necessary to negotiate and actively participate in the development of new rules of the game concerning data, AI, digital commerce, environmental standards and by promoting exchanges between companies and investors. foreign and national. support local communities and Vietnamese businesses in their access to and expansion in foreign markets.
Third, we must actively participate and contribute responsibly to solving common problems in the international community, thereby strengthening Vietnam’s role and position in multilateral mechanisms. We must raise a positive voice, propose ideas and contribute to restoring trust and the effectiveness of multilateralism. We must actively contribute to the protection of the world order based on international law and the Charter of the United Nations; participate in the reform of the global political and economic governance system towards greater equality and equity; and propose international frameworks, rules and standards in new areas. With our new position, we can play a central and leading role and participate in the development of multilateral mechanisms consistent with our interests, our capabilities and our specific situation. Vietnam must actively participate in responding to global challenges, particularly those critical to its well-being, such as climate change, sustainable development, food security, UN peacekeeping, search and rescue, and humanitarian assistance. Given its current position within international institutions, Vietnam can rely on this position to integrate its priorities and those of ASEAN into the international agenda.
Fourth, raise the status of the nation commensurate with its historical importance, cultural identity and position, thereby contributing positively to human civilization. Foreign policy must continue to promote a peaceful and friendly approach; the ability to manage international issues in a harmonious, reasonable and compassionate manner; defend the supremacy of international law; and transform “soft power” into sympathy, support and assistance from the international community towards Vietnam. Actively draw inspiration from the best human cultures, thereby contributing to enriching and strengthening national culture. Fifth, establish a global, modern and professional diplomacy, up to the strategic challenges of the new era, contributing to the achievement of national development objectives by the middle of the 21st century.

In this spirit, Secretary-General and President To Lam emphasized the motto “Understand in depth, act correctly, do with rigor and efficiency”, and urged all ministries, departments and local authorities in the country to fully understand and quickly translate the resolution into action programs and work plans.
