The conference was held live at the Diên Hồng Hall, at the National Assembly. Secretary General and State President Tô Lâma participated and took the floor to lead the conference. The Prime Minister Lê Minh Hưng, the President of the National Assembly Trần Thanh Mẫn, the permanent secretary of the Secretariat Trần Cẩm Tú, the senior leaders of the Party and the State, the members of the Politburo, the members of the Secretariat, members of the Party Central Committee and 800 delegates are leaders of departments, ministries, sectors, the Vietnam Fatherland Front, central organizations, representatives of many localities, agencies and units of the political system.
On behalf of the Party Committee of the Ministry of Foreign Affairs, Comrade Lê Hoà i Trung, member of the Politburo, Secretary of the Party Committee, Minister of Foreign Affairs, presented the main contents of the resolution and a number of task groups to implement the action program for the implementation of the resolution. On the basis of pursuing the foreign policy of independence, autonomy, self-sufficiency, peace, friendship, cooperation and development; of the implementation of multilateralization and diversification of international relations; of proactive and active international integration; as a friend, reliable partner and responsible member of the international community, Resolution 06 sets the goal of developing foreign relations in the new era, up to the historical, cultural and of the country’s position The resolution specifies the guiding views of ideological orientation, including the affirmation that foreign affairs and international integration are the cause of the whole Party, the whole people and the whole army determining that foreign affairs are one; “important and regular” task; persevering in the spirit of strategic autonomy and self-sufficiency; ensuring national and national interests while emphasizing the discipline of application and effective implementation of international commitments.
The resolution also sets out a number of major directions for the future, including promoting the pioneering role of foreign policy in preventing risks, contributing to the defense of the homeland from the beginning and from a distance; the expansion of a new development space for the country; enhancing Vietnam’s responsibility and contribution to solving common problems of the international community; elevating the country’s position by promoting the soft strength of culture and resources of overseas Vietnamese; the construction of a global, modern, professional diplomacy, up to the strategic tasks of the new era.
At the conference, delegates also heard presentations from Party committees, Party committees of ministries, sectors and localities: Central Military Committee, Party Committee of Central Police, Central Committee for Policy and strategy, Party Committee of the Ministry of Industry and Commerce, Party Committee of the Vietnam Fatherland Front, central organizations, Defense, Security and Foreign Affairs Commission of the National Assembly, Party Committee of Hanoi City and Ho Chi Minh City Party Committee.
The representative of the Central Military Commission highlighted the pioneering role of national defense diplomacy, saying it is one of the important pillars of Vietnam’s relations with countries and international organizations; it is a proactive and effective way to protect the homeland from the start and from a distance; contributing significantly to consolidating and maintaining an environment of peace, creating favorable conditions for the construction and development of the country. The representative of the People’s Police Party Committee emphasized the “essential and regular” role of the diplomacy work of the People’s Police, directly serving the task of protecting national security, ensuring order and social security, while actively contributing to the improvement of the position and the international prestige of Vietnam. In their speeches at the conference, leaders of departments, ministries and localities all affirmed that the achievements of foreign affairs work over the past period have made an important contribution to the common achievements of the country and the realization of the noble mission of a comprehensive, modern and professional diplomacy on the three pillars of party diplomacy, state diplomacy, popular diplomacy and on all channels, helping to bring the country into a new phase of development of the nation. Departments, ministries and localities also proposed specific solutions and directions to help improve the work efficiency of foreign affairs in the new situation,
Speaking to lead the conference, Comrade Secretary General and President of the Republic Tô Lâma stressed that Resolution No. 06-NQ/TW is of particular importance, being one of the resolutions strategies of the Political Bureau. The Secretary General and President of the Republic affirmed that our Party and President Hô Chi Minh have always placed the Vietnamese revolution in relation to the region and the world, and that they therefore attach great importance to the role of diplomacy. The Secretary General and President of the Republic stressed that by entering a new era of development of the country, Vietnam’s diplomacy reflects a change in mentality, clearly expressed by the main arguments that shape the ideology. Diplomacy is defined as an “essential and regular” task, playing a leading role in the defense of the Homeland from the beginning and from a distance and creating an international environment favorable to the development of the country. Diplomacy must grow commensurate with the stature, position and cultural identity of the nation, contributing to The foundation of diplomacy is strategic autonomy and national self-sufficiency, ensuring maximum national interests, placing the people at the center of all policies and considering the contribution to international community as a responsibility. At the same time, diplomacy is the cause of the entire Party, the entire people, promoting the overall strength of the entire political system and the country.
On this basis, Secretary General and President Tô Lâma stressed that the work of foreign affairs in the coming times will focus on 5 main directions: Firstly, promoting the pioneering role in maintaining an environment of peace and stability, in creating an international situation favorable to the country. Second, make foreign affairs a driving force to open up a new space for development, organically linked to the process of socio-economic development of the country, contributing to attracting resources and favorable external conditions in the service of the rapid and sustainable development of the country. Third, actively participate and contribute responsibly to solving common problems of the international community, improving Vietnam’s role and position in multilateral mechanisms. Fourth, improve the country’s position commensurate with the country’s historical stature, cultural identity and position, actively contributing to human civilization. Fifth, build a comprehensive, modern and professional diplomacy, up to the strategic tasks of the new era, contributing to the successful achievement of the country’s development goals until the middle of the 21st century.
In this spirit, Secretary General and President Tô Lâma underlined the motto “understand in depth, do correctly, do to the end, do efficiently”, asking committees, ministries, sectors and localities throughout the country to imbue and quickly realize the resolution into action programs and work plans. The Secretary General and President also ordered to strongly renew the intersectoral and intersectoral mechanism between the central government and localities, promote the improvement of the management apparatus, coordinate the effective implementation of the resolution. President expressed his deep confidence that with strong political determination, with the involvement of the entire political system, Resolution 06 will soon come into existence for foreign affairs to play well their pioneering role and their important and regular tasks, contributing to building a developed, independent, autonomous and self-sufficient Vietnam in the new phase.
Accepting the instructions of Comrade Secretary General and President of the Tô Lâm Republic, Comrade Lê Hoà i Trung, Member of the Politburo, Minister of Foreign Affairs, affirmed that he will coordinate with relevant agencies immediately after the conference to have an appropriate form of impregnation, propaganda and dissemination of the guiding views of the comrade general secretary and president of the Republic and the content of the resolution throughout the political system; at the same time, the Ministry of Foreign Affairs will quickly and effectively deploy the action program, the clear implementation plan of the road map and timetable in order to quickly bring Resolution No. 06-NQ/TW into life, helping to improve work efficiency externally, effectively serving the objective of developing the country and defending the Homeland in the new situation, helping to create new momentum to advance the country quickly and sustainably in the era of rich and prosperous development of the nation.
