On the afternoon of June 15, in the National Assembly building, Politburo member and Chairman of the National Assembly Tran Thanh Man chaired a working session with the Ministry of Foreign Affairs, the Committee of national defense, security and foreign affairs and the Office of the National Assembly in order to strengthen coordination in terms of advice, support and organization of the activities of the National Assembly in matters of foreign affairs.
In his concluding remarks, the Speaker of the National Assembly recognized and congratulated the Ministry of Foreign Affairs for the many outstanding results achieved in implementing the work of the Party and the state in the field of foreign policy for his important contribution to strengthening Vietnam’s role and position, consolidating the foreign affairs landscape and creating a strategic space favorable to development and national defense in the new period.
The President of the National Assembly also welcomed the proactive and responsible coordination of the Ministry of Foreign Affairs, the Commission on National Defense, Security and Foreign Affairs and the Office of the National Assembly, particularly during the transitional period of implementation of Political Bureau Conclusion No. 111. Throughout this process, these bodies ensured that the activities of the National Assembly in matters of foreign policy were carried out in a continuous, fluid and efficient manner.

The President of the National Assembly clarified that the Ministry of Foreign Affairs is responsible for the overall management of foreign issues, while the Commission on National Defense, Security and Foreign Affairs is responsible for advising the leadership of the National Assembly on these issues. This commission must pro-act, coordinate with the competent organizations and report to the leadership of the National Assembly, thus avoiding passive dependence.
Regarding protocol and logistics, the President of the National Assembly asked the Office of the National Assembly to coordinate closely with the Ministry of Foreign Affairs in order to ensure efficiency and respect for practices.
The President of the National Assembly stressed that Resolution 06 reaffirms the constant position of the Party: foreign affairs, just like national defense and security, constitute essential and permanent missions; it is necessary to actively create and maintain a peaceful and stable environment; and to take full advantage of resources and favorable international conditions to serve national development and protect the Homeland. In this new phase of national development, foreign affairs not only contribute to the protection of the Motherland from the start and from a distance, but must also become an essential driver of this development.
According to the President of the National Assembly, global foreign policy is the business of the entire Party and the people, based on the coordination and complementarity of three pillars: Party diplomacy, state diplomacy and citizen diplomacy. It is based on close coordination between defense, security and foreign affairs; between parliamentary diplomacy, state diplomacy and citizen diplomacy; between central ministries and agencies; and on broad participation of local communities, businesses and the population.

Adopt a “development-oriented foreign policy” approach.
The President of the National Assembly declared that the latter has a unique asset, without equivalent in the legislative and control system: the supreme legislative and control power. The foreign policy of the National Assembly must not only reflect the prestige of the country, but also contribute to strengthening it, by participating in the improvement of institutions, the strengthening of international consensus and the creation of an environment conducive to development.
In this spirit, the President of the National Assembly asked the agencies to focus on the effective implementation of the five major orientations.
It is essential first of all, to fully understand the importance of parliamentary diplomacy in the overall framework of the country’s modern and integrated foreign policy. According to the President of the National Assembly, parliamentary diplomacy must be implemented in concert with Party diplomacy, state diplomacy and interpersonal diplomacy; it must scrupulously respect the strategic priorities of the Party; guarantee national interests higher and directly serve the country’s development objectives.

Second, there needs to be a radical change in mentality, moving from a “foreign policy at the service of relations” to a “foreign policy that promotes development”, promoting the spirit of “strategic autonomy” and “self-sufficiency” in diplomacy parliamentary.
The President of the National Assembly said that the National Assembly should actively promote legislative cooperation, exchange experiences in national governance and draw inspiration from global best practices in order to improve institutions and strengthen national governance capacities; while leveraging knowledge, science and technology, as well as favorable international conditions, to serve national development.
Furthermore, the President of the National Assembly stressed that the foreign policy activities of the National Assembly must be closely linked to parliamentary bodies in order to attract resources, key and advanced technologies, to expand the country’s markets and to strengthen endogenous capacities. Third, use concrete results as a measure of the National Assembly’s foreign policy activities.

He stressed that the success of diplomatic activities does not lie only in visits, contacts or signed agreements, but above all in the ability to transform diplomatic results into practical advantages, concrete cooperation programs and a new impetus for the development of the country.
Fourthly, strengthen the role and weight of the Vietnamese National Assembly in regional and international parliamentary mechanisms.
The President of the National Assembly suggested that it continues to fully play its role as an active and responsible member within multilateral parliamentary bodies, by gradually moving from active participation to proactive contribution, by proposing initiatives and participating in the development of the agenda on issues consistent with interests and capabilities of Vietnam. This is a necessity arising from the increasingly important place occupied by the country, and a responsibility of the Vietnamese National Assembly towards the international community.
Fifth, strengthen advisory capacities and establish a fluid and effective coordination mechanism based on the principle of “clear responsibilities but without fragmentation of responsibilities”.
Regarding the Ministry of Foreign Affairs, the President of the National Assembly affirmed that the National Assembly fully supports all issues relating to laws, decisions, mechanisms and policies serving the operations of the Ministry of Foreign Affairs, in the aim of creating favorable conditions so that the ministry can effectively fulfill its mission.
