On June 11, 2026, in Hanoi, the Politburo and the Secretariat of the Central Committee of the Communist Party of Vietnam organized a national conference to study, understand and implement Politburo Resolution No. 06-NQ/TW of May 19, 2026 on the implementation implements the foreign policy guidelines of the 14th National Party Congress.
The conference was held in person in the Dien Hong Hall of the National Assembly Building. Secretary-General and President To Lam attended and delivered an opening speech. On behalf of the Party Committee of the Ministry of Foreign Affairs, Comrade Le Hoai Trung, member of the Politburo, Secretary of the Party Committee and Minister of Foreign Affairs, presented the main points of the resolution and several axes of implementation of the action program therein. related. Based on the pursuit of an independent, autonomous, constructive, peaceful, friendly, cooperative and development-oriented foreign policy; on proactive and active integration within the international community; and on the role of friend, reliable partner and responsible member of this community, Resolution 06 sets the objective of developing external relations in this new era, in line with the historical, cultural and international status of the country. The resolution clearly sets out the guiding principles of its ideological orientation, affirming in particular that external relations and international integration are the concern of the entire Party, the entire people and the entire armed forces; identifying external relations as a “crucial and ongoing” task; firmly defending the spirit of strategic autonomy and self-strengthening; and guaranteeing national interests. She also underlined the importance of rigorous application and effective implementation of international commitments.
The resolution also defines several major directions for the future, including promoting the pioneering role of foreign affairs in risk prevention and contributing to the early and remote protection of the Homeland; the expansion of new development spaces for the country; strengthening Vietnam’s responsibility and contribution to resolving common problems of the international community; enhancing the position of the nation through taking advantage of its cultural influence and Vietnamese resources abroad; and the establishment of a global, modern and professional diplomacy, up to the strategic challenges of the new era.
At the Conference, delegates also heard presentations from Party committees and Party committees of ministries, sectors and localities: the Central Military Commission, the Party Central Committee for Public Security, the Central Committee of policies and strategies, the Party Committee of the Ministry of Industry and Commerce, the Party Committee of the Vietnam Fatherland Front, the central mass organizations, the National Assembly Committee on National Defense, Security and Foreign Affairs, the Committee of Hanoi City Party and Ho Chi Minh City City Party Committee.

Representatives of the Central Military Commission highlighted the pioneering role of defense diplomacy, affirming that it constitutes an essential pillar of Vietnam’s relations with other countries and international organizations; a proactive and effective method to protect the homeland remotely and proactively; and a significant contribution to the consolidation and maintenance of a climate of peace, thus creating favorable conditions for national construction and development. Representatives of the Party Central Committee of the Ministry of Public Security insisted on the “crucial and permanent” role of the foreign policy action carried out by the People’s Public Security, which directly contributes to the protection of national security, the guarantee of public order and security, and actively participates in strengthening the influence and international prestige of Vietnam. During their speeches at the Conference, heads of ministries, departments and local authorities affirmed that the results obtained by foreign policy have contributed significantly to the overall successes of the country and have accomplished the noble mission of a comprehensive, modern and professional diplomacy, relying on its three pillars: Party diplomacy, state diplomacy and citizen diplomacy, and acting through all channels to bring the country into a new phase of its national development. Ministries, departments and local authorities also proposed specific solutions and directions to help improve the effectiveness of foreign policy work in the current context.
During his opening speech at the Conference, Secretary General and President To Lam highlighted the crucial importance of Resolution No. 06-NQ/TW, which is among the strategic resolutions of the Politburo. He affirmed that the Party and President H Chi Minh have always placed the Vietnamese revolution in the regional and global context, thus attaching paramount importance to foreign policy. The General Secretary and President insisted that at the dawn of a new era of national development, Vietnam’s foreign policy testifies to a renewal of thought, clearly reflected in its main ideological principles. Foreign policy is defined as a “crucial and permanent” task, playing a pioneering role in protecting the Homeland, both in advance and at a distance, and in creating an international environment favorable to national development. It must develop in line with the status, position and cultural identity of the nation, thus contributing to affirming the image of an independent, autonomous, peaceful, cooperative and responsible Vietnam. Foreign policy is based on strategic autonomy and national self-sufficiency, guaranteeing the highest interests of the nation, placing the people at the heart of all policies and considering contribution to the international community as a responsibility. of the entire Party and the entire people, mobilizing the combined strength of the entire political system and the country.

Based on this observation, Secretary General and President To Lam stressed that Vietnam’s foreign policy will be structured around five major axes for the coming period: firstly, promoting a pioneering role in maintaining a peaceful and stable environment, and creating a international context favorable to the country; secondly, make foreign policy a driving force for opening up new development prospects, intrinsically linked to the process of socio-economic development of the country, thus contributing to attracting external resources and creating conditions conducive to rapid development and durable; third, actively participate and contribute responsibly to solving common problems of the international community, and strengthen the role and position of Vietnam within multilateral mechanisms; fourth, raise the status of the nation so that it lives up to its history, cultural identity and position, and contribute positively to human civilization; fifth, build a global, modern and professional diplomacy, up to the strategic challenges of the new era, and contribute to the achievement of national development objectives by the middle of the 21st century.

In this spirit, Secretary-General and President To Lam emphasized the motto “Understand deeply, act correctly, do rigorously and efficiently”, and urged all ministries, departments and local authorities in the country to understand and quickly translate the Resolution into action programs and work plans. The Secretary-General and President also ordered a thorough reform of the intersectoral and inter-domain mechanisms between the central and local levels, as well as a strengthening of the management apparatus in order to effectively coordinate the implementation of the Resolution. In accordance with the directives of Secretary-General and President To Lam, Politburo member and Minister of Foreign Affairs Le Hoai Trung affirmed that he would coordinate with relevant organizations from the end of the Conference in order to disseminate and publicize the orientations of the Conference. Secretary General and President as well as the content of the resolution to the entire political system. At the same time, the Ministry of Foreign Affairs will quickly and effectively implement the action program and the execution plan, accompanied by a clear roadmap and progress monitoring, in order to promptly implement Resolution No. 06-NQ/TW. Work will contribute to improving the effectiveness of foreign policy, will serve the objectives of development and national defense in the current context and will contribute to injecting new dynamics into the rapid and sustainable development of the country, in an era of prosperity and national power.
