More specifically, Deputy Foreign Minister Dang Hoang Giang led the Vietnamese delegation in several meetings of senior officials organized within the framework of ASEAN, ASEAN with China, Japan and South Korea (ASEAN+3), Forum ASEAN Regional Forum (ARF) and the East Asia Summit (EAS). These meetings, important for ASEAN this year, brought together delegates from 11 member countries and 17 partners.
During the conference, participating countries devoted considerable time to in-depth discussions on global and regional situations. In a complex and constantly evolving international context, all countries stressed the importance of international law, the United Nations Charter and multilateral organizations, and insisted on the need to strengthen dialogue to resolve differences while cooperating in the face of common challenges.
The countries notably affirmed that ASEAN and the mechanisms it leads continue to play an important role in promoting dialogue and cooperation to build trust based on common principles and standards of conduct. As a result, the conferences examined the situation in depth and agreed on numerous directions and cooperation measures, which will be submitted for consideration by the Ministers of Foreign Affairs.
Within the framework of ASEAN, countries agreed to continue their efforts to effectively implement the ASEAN Community Vision 2045, as well as the priorities of the ASEAN Chairmanship Year 2026 and the commitments and agreements reached at the 48th ASEAN Summit (May 2026), particularly the implementation of measures aimed at to respond to the consequences of the crisis in the Middle East.
The countries also pledged to continue promoting the role of the Treaty of Amity and Cooperation in Southeast Asia (TAC) and to concretely implement activities commemorating the 50th anniversary of its signing. externally, ASEAN will consider expanding its relations with its partners according to criteria compatible with their respective needs and interests, and guaranteeing its central role in this new context.

ASEAN countries, along with China, Japan and South Korea, reaffirmed the importance of ASEAN+3 cooperation as the main means of promoting cooperation in East Asia; Accordingly, they agreed to further strengthen cooperation in the areas of trade, investment, finance, energy security, food security and people-to-people exchanges, thereby strengthening the region’s resilience in the face of crises and shocks. exteriors.
As part of the East Asia Summit (EAS), ASEAN countries and their partners all stressed the need to strengthen the role of the EAS as a forum for leaders to discuss strategic issues in the region, thereby helping to build trust, narrow differences and strengthen cooperation. cooperation to address common challenges such as energy security, cybercrime, disaster response and climate change.
On the ASEAN Regional Forum (ARF), countries affirmed that the ARF continues to play a leading role as a vital forum for dialogue and cooperation on political and security issues in the region. In a constantly evolving global and regional context, countries agreed that the ARF must continue its efforts to improve and strengthen its effectiveness, thus concretely contributing to building trust, consolidating dialogue and strengthening cooperation in the face of new security challenges. Accordingly, senior officials approved the ARF’s draft action plan for the new phase.
Speaking at the conferences, Vice Minister Dang Hoang Giang stressed that in the context of an ever-changing and increasingly complex world and region, countries should continue to take advantage of and further promote the central role of ASEAN and ASEAN-led mechanisms to foster dialogue, to respect international law, the United Nations Charter, the ASEAN Charter, to strengthen cooperation to build trust and to respond to common challenges.
Regarding ASEAN, Deputy Minister Dang Hoang Giang suggested that member states make concerted and effective efforts to implement the stated priorities and commitments, including the strategic framework to respond to the consequences of the Middle East crisis, such as proposed by Prime Minister Le Minh Hung during the 48th ASEAN Summit.
In terms of external relations, Vice Minister Dang Hoang Giang suggested that ASEAN adopt a strategic approach, prioritizing the deepening of existing partnerships while developing new collaborations that best meet its needs and interests. As the coordinating country for ASEAN-UK and ASEAN-New Zealand relations, he proposed that ASEAN work with these two countries to finalize declarations and cooperation plans for submission to foreign ministers for approval in July 2026.
Stressing that ASEAN+3 cooperation is becoming more and more effective and concrete, Vice Minister Dang Hoang Giang suggested that ASEAN and its three Northeast Asian partners further strengthen their cooperation to effectively respond to current challenges and uncertainties, especially regarding economic stability and financial, energy security and food security in the region.
Regarding the East Asia Summit (EAS), Vice Minister Dang Hoang Giang suggested that countries continue to effectively utilize the role and value of the EAS to promote high-level dialogue on important strategic issues in the region, thereby helping to build trust and narrow differences, preventing the region becomes a battleground for strategic competition between great powers and to strengthen cooperation in areas of common interest.
Regarding the FRA, Vice Minister Dang Hoang Giang welcomed the completion of the new FRA action plan, building on and developing the achievements of the Hanoi II Action Plan (2020-2025); and suggested that countries continue to prioritize confidence-building activities, combined with the promotion of preventive diplomacy.
On international and regional issues, Vice Minister Dang Hoang Giang stressed the need to cooperate to maintain peace and stability, respect international law and the United Nations Charter, refrain from using force or the threat of force, and resolve disputes peacefully.
Saying that ensuring peace, security and freedom of navigation and overflight in the South China Sea is a common interest and responsibility, Vice Minister Dang Hoang Giang asked countries to continue to support ASEAN’s position and efforts regarding the South China Sea; Affirming that Vietnam will continue to work with ASEAN countries and China to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea (DOC) and to promptly achieve an effective and substantive Code of Conduct in the South China Sea (COC) in accordance with international law, particularly the United Nations Convention on the Law of the Sea. 1982.
On this occasion, Vice Minister Dang Hoang Giang met with heads of delegations from several countries to discuss bilateral cooperation and coordination within ASEAN forums.
