Russian President Vladimir Putin did not attend the recent G20 summit in Johannesburg in November 2025 due to an International Criminal Court (ICC) mandate for “war crimes” related to the Russian offensive in Ukraine. The question of his possible participation in a G20 summit in the United States in December, to which Russia claims to have been invited, is still under consideration by the Russian presidency. The United States currently holds the rotating presidency of the G20, a forum for economic cooperation among the world’s major developed and emerging countries. The summit is scheduled to take place at a golf resort owned by Donald Trump’s family in Miami, Florida.
Russian spokesperson Dmitry Peskov stated that despite no decision being made yet, Russia has participated in each summit at an appropriate level. Regarding his absence from the recent G20 summit, Putin’s economic advisor Maxime Orechkine represented Moscow in South Africa.
