Cyprus-France: what the SOFA agreement provides for on the cross-presence of armed forces

France and Cyprus signed a Status of Forces Agreement (SOFA) on June 9 in Nicosia, which aims to legally regulate the presence of the armed forces of each of the two countries on the territory of the other. Initialed by the French Minister of the Armed Forces Catherine Vautrin and her Cypriot counterpart VasÃlis Pálmas, the text should represent a new stage in the strategic rapprochement already initiated between Paris and Nicosia, after the signing of a bilateral strategic partnership in Paris last December.

The objective stated by the two countries is to facilitate operational cooperation between the two armies, and to improve “their interoperability” by reducing administrative and legal obstacles which could slow down a joint intervention. “This will make it possible to streamline activity between nos forces armées“, commented Catherine Vautrin during the signing of the document, on the sidelines of an informal meeting of the European Foreign Affairs Council focused on defense.

A more regular French presence in Cyprus

In detail, the SOFA sets the rules which will govern the possibilities of deployment, stationing and training of French military personnel in Cyprus and Cypriots in France. It also defines the rights and obligations of these soldiers when they are on exercise or in operation, and the administrative, operational and logistical support they may have.

Concretely, this new framework should enable a more rapid reaction during joint defense missions or multinational operations. Joint exercises, such as recently “ARGONAUT” et “EUNOMIA“, have already tested the military cooperation of Cyprus and Paris in the naval, land and air sectors.

The French Ministry of the Armed Forces, however, stressed that Echos that the agreement “does not constitute a particular deployment” and does not provide for the creation of a French base on the island. For analysts, the SOFA should still facilitate a more regular presence of French forces in this strategic island in the Eastern Mediterranean.

Cyprus, base of European operations in the Mediterranean

This agreement comes in an increasingly tense context due to the continuing war in the Near and Middle East. Located at the crossroads of trade, energy and migration routes linking Europe, the Middle East and North Africa, Cyprus enjoys a strategic position in the Eastern Mediterranean. It also served as a humanitarian relay and repatriation platform after the American-Israeli operation “Epic Fury”, launched on February 28 against Iran.

“Cyprus is an essential point of support for the conduct of our military operations in the Eastern Mediterranean and the Middle East,” said the Minister of the Armed Forces during the signing, specifying that the Cypriot ports of Larnaca and Limassol have already welcomed 21 French stopovers since the start of the year, more than in previous years.

For Nicosia, the strengthening of the partnership with France will also provide security support in the face of persistent tensions with Turkey, which has controlled the northern part of the island since 1974 and maintains between 40,000 and 50,000 soldiers there. With this text, Franco-Cypriot military cooperation therefore reaches a milestone: it is now based on a permanent legal framework which will facilitate deployments and joint operations, and establishes the role of the island as a support point for European operations in the Mediterranean.
