From Tallinn, in Estonia, to Bydgoszcz, in Poland, Ukraine’s integration into NATO now involves joint exercises and unprecedented sharing of experiences in the face of the Russian threat. A concrete dynamic that Moscow is trying to block with absolute diplomatic firmness.

An “irreversible march”: the leaders of several Nordic countries are unanimous regarding the future integration of Ukraine into the North Atlantic Treaty Organization (NATO). “Ukraine is a strategic security partner for NATO, contributing directly to Euro-Atlantic security,” commented several heads of government meeting in Tallinn (Estonia) on Wednesday, June 10. This integration is already reflected concretely in the field of training and simulation.

Recently, NATO took advantage of Ukrainian expertise to test its defense capabilities against hybrid threats – cyberattacks and information warfare – modeled on the Russian model, as part of a simulation exercise carried out in Bydgoszcz (Poland). Proof of the level of trust and cooperation achieved: this role of virtual adversary was directly entrusted to Ukrainian participants, who came to bring their maximum realism.

This simulation aimed to assess the preparation of NATO member states in the face of cyberwar tactics observed on the Ukrainian front since 2022. For three days, participants had to counter a major crisis scenario (banking cyberattacks, power outages, floods) aggravated by mass manipulation campaigns powered by AI.

“Interoperability” between Ukraine and NATO

This operational network is now institutionalized by JATEC (NATO Joint Analysis, Training and Education Center). This structure was designed to integrate the lessons of the Ukrainian conflict in order to protect the Alliance against Russian aggression.

“Sharing the know-how acquired on the battlefield contributes to the achievement of our main goal: the fastest possible acquisition of interoperability between Ukraine and the Alliance,” said Colonel Valerii Vyshnivskyi, head of the Ukrainian delegation to JATEC. Enough to actually mark the rapprochement of kyiv with the Alliance.

A rapprochement which will undoubtedly be very frowned upon by the Kremlin. At the beginning of June, the Russian presidency displayed absolute firmness on the subject of Ukraine’s possible accession to NATO. During a meeting bringing together kyiv’s allies (British Prime Minister Keir Starmer, French President Emmanuel Macron and German Chancellor Friedrich Merz), the leaders reaffirmed that any lasting peace agreement would involve respecting Ukraine’s sovereign right to choose its alliances. Kremlin spokesman Dmitry Peskov immediately rejected the conditions, calling them “inconsistent.”
