At the opening of the community council session on Wednesday, May 6, its president, Gérard Bessière, recalled that he had met the agents. “The mayors of all municipalities will be visited” and they are asked to give an opinion on the security of citizens with the aim of creating an intercommunal police force.
All items on the agenda were voted unanimously, except one. On the latter, voted by a majority, two votes were expressed against and the same for abstention, allowing the president to retain the services of a chief of staff. “A position that existed, vacant to this day, it was necessary to reopen it and it is the president who decides who he wants”specified Francis Bardeau, vice-president of finance.
The councilors then listed the volunteers to represent the interco within the 25 commissions where the community sits. These lists will be available on the comcom website. “Whatever the representatives of the CCC are in the different bodies where we must sit, it is the community interest which prevails over all other considerations”a rappelé Gérard Bessière.
Report from the regional chamber
Finally, long awaited, elected officials looked at the report from the regional chamber of accounts on the financial year since 2019, relating to the coordinated examination of the accounts and management of the CCC and Clermont. Jean-Claude Lacroix, today vice-president of the community and president in 2019, took part in the analysis of the part falling to the comcom, specifying: “22 non-targeted establishments in Occitanie were checked for investigation purposes on the Human Resources aspect and nothing else. A document prohibited from distribution before the elections.”
Still according to the former president, this control gave rise “mainly two recommendations”. The updating of the statutes was voted on December 16, 2025. The HR action plan must be improved, linked to the evolution of staff and the skills acquired, “what moves forward”sums up the councilor. The other point is the health of the comcom, “considered good”but limited to the level of debt, estimated at 12 years, which is explained by the new water-sanitation competence. Without this, it would fall to 4 years. “A legacy of the municipalities and costly works which represents 60% of our debt.”
In the end, the advisors took note of this report, which did not raise any questions.
