Diamond, overdrawn bank account, 2 million euro apartment… The HATVP publishes the financial declarations of the LECornu government.

A diamond, an overdrawn bank account, or an apartment worth more than 2 million euros: the High Authority for Transparency in Public Life (HATVP) published the statements of interests and assets of the ministers of the government of Sébastien Lecornu. These declarations, published on Monday, were “carefully reviewed” by the interested parties, even if some had to correct “errors or inaccuracies,” the HATVP indicated.

They shed light on the finances of government members and paint a contrasting picture. Prime Minister Sébastien Lecornu declared an overdrawn bank account of 559 euros – even if his other accounts are in the green. His Transport Minister, Philippe Tabarot, also has a negative account, -3,421 euros, as well as Marina Ferrari (Sports) and Naïma Moutchou (Overseas). However, many are property owners. Sébastien Lecornu has two houses and land in his homeland of Eure, Normandy, but also debts to repay.

Fourteen government members are subject to recusal decrees

The Minister of SMEs and Commerce, Serge Papin, on the other hand, has a wealth of around 8.5 million euros, largely thanks to his shares in the company FINAPA. His colleague in the Economy, Roland Lescure, has real estate assets of around 3.7 million euros, notably including a 159 m2 apartment in Paris estimated at over 2.2 million euros.

The Minister of Ecological Transition, Monique Barbut, also declared an apartment in Paris: 220 m2 valued at 2.2 million euros. She owns a diamond solitaire, estimated at 30,000 euros. Jean-Noël Barrot, in Foreign Affairs, declared shares in several real estate properties, including a garage in Paris worth nearly 350,000 euros. Ministers must also mention their life insurance policies (over 1.6 million euros for Jean-Noël Barrot, just over 7,000 euros for Sébastien Lecornu).

These declarations also outline the income linked to their professional activities and those of their partner, to avoid any conflicts of interest. Fourteen government members, out of around thirty, are subject to recusal decrees, according to the HATVP. This means they should not be involved in certain matters related to their professional or personal life. For example, Jean-Noël Barrot on issues related to the VTC company Uber, which employs his sister Hélène Barrot. Or Serge Papin for companies in the Auchan group, of which he was a board member until 2025.
