The inter-union supports the victims of C. Nègre and demands recognition of the responsibility of the Ministry of Culture

Today, June 4, 2026, the pleading hearing took place as part of the appeal of 5 victims of former senior civil servant Christian Nègre before the administrative court, to recognize the department’s fault in service and the distinct damage suffered.

Representatives of the Culture inter-union, the media and the daughter of Gisèle Pelicot were present to support the victims.

The regime of responsibility sans faute adopted by the ministry in 2023, which detaches the responsibility itself from the administration to judge only the personal fault of the civil servant, is not understandable.

The victims’ lawyers recalled that the interviews had indeed taken place during the senior official’s working time, in the ministry’s premises in full view of many colleagues, then outside at the injunction of the senior official, without him ever having been held accountable for 10 years.

They said the administration failed on:

  • protection of the physical and mental security of victims, ignoring his obligations and emergency procedures
  • the service organization qui s’est avérée dysfunctionalallowing the senior official to reiterate his operating mode more than 250 times
  • the absence of response and measures following several alerts, notably 2 letters sent in 2016 by a victim to Ministers Pellerin and Azoulay and internal alerts, which constitutes a culpable failure to comply with the obligation to act

The lawyers specified that since 2023, considerable work of gathering evidence has been carried out by the victims and the Women’s Foundation, even if much other evidence is still covered by the confidentiality of the current criminal trial. They also underlined the seriousness of the consequences of chemical submission brought to light during the Mazan rape trial.

If the appeals in 2025 of one of the victims (administrative court of appeal then Council of State) had not been successful at the time, the public rapporteur had nevertheless indicated separately that there was a real culpable failure on the part of the administration, the latter having failed in the protection of its agents.

The inter-union provides its full support to all the victims and continues to demand that the ministry finally recognize its true responsibility through the recognition of its fault in service and compensate the victims for the damage actually suffered.
