Resolution No. 06-NQ/TW of the Politburo, dated May 19, 2026, clearly reflects the Party’s foreign policy position immediately after the 14th National Congress, in the context of Vietnam’s entry into a new Era of development. One of the major directions set out in the resolution is “the opening of new development spaces for the country”.
Prime Minister Le Minh Hung’s participation in the ASEAN-Russia 35th Anniversary Summit in Kazan, Russia, from June 17 to 18, 2026, was a great success, contributing to strengthening relations between ASEAN and Russia, Vietnam’s comprehensive strategic partner, and thus demonstrating Vietnam’s active support for Russia and the ASEAN-Russia relations.
Regarding the notable results of the Conference and the new impetus given to the development of Vietnam-Russia relations by this important visit, Le Hoai Trung, member of the Politburo and Minister of Foreign Affairs, considered that this trip demonstrated Vietnam’s positive contribution to strengthening the position and central role of ASEAN in the region, while promoting high-level bilateral exchanges and conveying an important message from Vietnam regarding the implementation of its independent, autonomous and strengthening foreign policy, multilateralization and diversification of its external relations, development of its relations with neighboring countries and key partners, and its positive contribution to peace, stability, cooperation and development in the region and in the world.

In addition to multilateral activities, the fruitful talks with President Putin during this visit are a continuation of a dynamic foreign policy aimed at strengthening political relations and creating dynamics conducive to the deepening and development of Russian-Vietnamese relations in this new Era. They also constitute a step in the implementation of the high-level agreements reached after the historic official visit of Secretary General To Lam to the Russian Federation (May 2025) and the telephone conversation between the latter and President Putin immediately after the successful conclusion of the 14th National Party Congress (January 2026).
One of the highlights of the week took place on June 18, during the 36th Conference of States Parties to the United Nations Convention on the Law of the Sea, held at United Nations Headquarters. Associate Professor Nguyen Thi Lan Anh, candidate from Vietnam, was elected judge of the International Tribunal for the Law of the Sea (ITLOS) for the 2026-2035 term, obtaining the highest number of votes. This is the first time that Vietnam has had an international law expert elected as a judge at ITLOS, one of the most important international judicial bodies in matters of maritime law.

Commenting on this event, Le Hoai Trung, member of the Politburo and Minister of Foreign Affairs, stressed that this important step testifies to the confidence and high esteem that the international community has in Vietnam’s responsible efforts and contribution to the common good, the development of its sector of international law, as well as skills and prestige of its experts. On June 18, in Hanoi, the Vietnamese Department of Peacekeeping Operations (Ministry of National Defense) held practical air medical transport training for Level 2 Field Hospital No. 8, with support from Australia. Taking place from June 13 to 22, 2026, this training aimed to equip forces with the basic knowledge and skills necessary to carry out their missions in South Sudan. In Hai Phong, on June 17, Khamphanh Phommathat, member of the Politburo, Deputy Prime Minister and Minister of Justice of Laos, paid a visit and visited Hai Phong City Party Secretary Le Ngoc Chau said the municipality attaches great importance to cooperative relations with Lao local governments and wishes to deepen them. During a working session held on the afternoon of June 19 with Da Nang city leaders, the two sides discussed directions to strengthen their relations in the coming months, with a focus on coordinating investments in high technologies, semiconductors, renewable energy, quality vocational training and creation of an international financial center.
Previously, on June 17, Deputy Speaker of the German Parliament Bodo Ramelow also worked with leaders of Hai Phong City and Quang Ninh Province to promote investment attraction in green industries, logistics, digital transformation, sustainable tourism and preservation of world heritage sites; he also visited the Bach Mai Hospital (Hanoi) to discuss a strategic cooperation program in the field of health care and nursing training according to German standards.
