In view of the International Day of Public Services scheduled for June 23, the civil service inter-union has, once again, challenged the executive on the deterioration of public services since “several years†. “Public officials must face budget cuts, unfilled positions, and the deterioration of their working conditions…she writes. The civil service inter-union also urges the government to “invest in the public service (…) After years of government refusal to take financial measures to increase remuneration, the salary situation of public sector agents has become urgent. (…) The government and Parliament can no longer look elsewhere, all necessary measures must be taken without delay… – On June 17, the Senate Law Committee adopted the bill to simplify the standards applicable to local authorities, in a version enriched with around a hundred amendments. In terms of human resources, the Law Commission notably ruled out the termination of the special leave from which civil servants seconded to a functional management job can benefit. The latter have the possibility of ceasing their activity five years before the minimum retirement age. However, the Senate Law Committee estimated that this special leave is less costly for local public finances than other provisions such as conventional termination – The Ministry of Culture has published the “key figures” for culture and communication for 2025. In addition to the ministry, whose budget amounted to 4.6 billion euros last year, the amount of cultural spending by other ministries is estimated at 5 billion euros. “While in 2024, in the finance bill, the cultural expenditure of ministries other than that responsible for Culture increased more than the credits initially voted for in the general budget (+ 3.4% in volume, against – 1.1%), the initial credits for 2025 decrease by 6% compared to credits executed in 2024…we can also read. The drop is particularly significant at the Ministry of Foreign Affairs and the Ministry of Ecological Transition.
