United Kingdom: cascade of resignations within the Ministry of Defense amid budgetary disagreement

British Armed Forces Minister Al Carns resigned on Thursday, a few hours after the departure of Defense Secretary John Healey, amid disagreement with the government over future military spending.

“It has become clear to me that the change I had advocated for is not going to happen,” he said in his resignation letter.

Al Carns explained that he could no longer stay in government, believing that the reforms he wanted in terms of defense policy and military investments would not be implemented.

He judged that the planned budgetary strategy was “not adapted to the threat we face”, believing that the armed forces are called upon to operate in a more dangerous environment without sufficient resources.

“The nature of conflicts is evolving faster than our acquisition capacity,” he added, believing that current investments are neither transformative enough nor sufficiently funded.

His resignation comes shortly after that of John Healey, who justified his departure by the government’s inability to commit to the levels of spending it considers necessary in the face of growing security threats.

In his letter to Prime Minister Keir Starmer, Healey criticized an investment plan deemed insufficient and accused the Treasury of refusing additional funding.

For his part, Keir Starmer rejected these criticisms, affirming that the defense plan would guarantee national security while preserving budgetary stability.

These two resignations constitute a significant setback for the government, as the debate on the state of military preparedness and defense spending intensifies in an increasingly unstable international context.
