The conference was held in person in the Dien Hong Hall, within the National Assembly building. Secretary-General and President To Lam attended and delivered an opening speech.
Present at the conference were Prime Minister Le Minh Hung; President of the National Assembly Tran Thanh Man; permanent member of the Central Committee of the Tran Cam Tu Party; senior Party and state leaders; members of the Politburo, members of the Party Central Committee, members of the Party Central Executive Committee; and 800 delegates, including leaders of ministries, departments, the Vietnam Fatherland Front, central organizations and representatives of many localities, agencies and units within the political system.

On behalf of the Party Committee of the Ministry of Foreign Affairs, Comrade Le Hoai Trung, member of the Politburo, Secretary of the Party Committee and Minister of Foreign Affairs, presented the main elements of the resolution and several groups of tasks for implement the action program relating to this resolution.
Founded on the pursuit of an independent, autonomous, self-reinforcing, peaceful, friendly, cooperative and development-oriented foreign policy; the implementation of multilateralism and diversification of international relations; proactive and active integration within the international community; and the role of friend, reliable partner and responsible member of the international community, Resolution 06 sets the goal of developing a foreign policy in the new era commensurate with the historical and cultural status and position of the country.

The resolution clearly sets out the guiding principles of ideological orientation, notably affirming that foreign affairs and international integration are the concern of the entire Party, the entire people and the entire army; identifying foreign affairs as a “crucial and ongoing” task; firmly defending the spirit of strategic autonomy and self-sufficiency; guaranteeing national interests; and insisting on discipline in the implementation and effective respect of international commitments.
The resolution also defines several major directions for the future, including promoting the pioneering role of foreign affairs in risk prevention and contributing to the early and remote protection of the Homeland; the expansion of new development spaces for the country; strengthening Vietnam’s responsibility and contribution to resolving common problems of the international community; enhancing the position of the nation through taking advantage of its cultural influence and Vietnamese resources abroad; and the establishment of a global, modern and professional diplomacy, up to the strategic challenges of the new era.

At the conference, delegates also heard presentations from Party committees and Party committees of ministries, sectors and localities: the Central Military Commission, the Party Central Committee for Public Security, the Central Committee policies and strategies, the Party Committee of the Ministry of Industry and Commerce, the Party Committee of the Vietnam Fatherland Front, the central mass organizations, the National Assembly Committee on National Defense, Security and Foreign Affairs, the Committee of Hanoi City Party and the City Party Committee of Ho Chi Minh City.

Representatives of the Central Military Commission highlighted the pioneering role of defense diplomacy, affirming that it constitutes one of the important pillars of Vietnam’s relations with other countries and international organizations; that it represents a proactive and effective method to protect the homeland remotely and in a proactive manner; and that it contributes significantly to the consolidation and maintenance of a peaceful environment, thus creating favorable conditions for national construction and development.
Representatives of the Party Committee of the People’s Public Security emphasized the “crucial and permanent” role of the work of the People’s Public Security in foreign policy, which directly serves the mission of protecting national security and ensuring order and social security, while contributing positively to strengthening the influence and international prestige of Vietnam.

During their interventions at the conference, officials from various ministries, departments and local authorities affirmed that the results obtained in terms of foreign policy in recent years have contributed significantly to the overall success of the country and made it possible to fulfill the noble mission of a global, modern and professional diplomacy, based on its three pillars: Party diplomacy, state diplomacy and diplomacy between peoples. Through all channels, this diplomacy has contributed to bringing the country into a new phase of its national development. Ministries, departments and local authorities have also proposed solutions and concrete directions in order to improve the effectiveness of foreign policy in this new context.
During his opening speech at the conference, Secretary General and President To Lam highlighted the crucial importance of Resolution No. 06-NQ/TW, which is among the strategic resolutions of the Politburo. He affirmed that the Party and President He Chi Minh have always placed the Vietnamese revolution in the regional and international context, thus giving primary importance to foreign policy. The Secretary General and President insisted on the fact that at the dawn of a new era of national development, Vietnam’s foreign policy testifies to a renewal of thought, clearly illustrated by its main ideological principles.
External relations are defined as a “crucial and permanent” task, playing a pioneering role in the protection of the Homeland, both initially and remotely, and in the creation of an international environment favorable to national development. They must develop commensurate with the prestige, position and cultural identity of the nation, helping to affirm the image of an independent, autonomous, peaceful, cooperative and responsible Vietnam. Based on strategic autonomy and national self-sufficiency, they guarantee the defense of higher national interests, place the people at the heart of all policies and consider contribution to the international community as a responsibility. At the same time, external relations are the matter of the entire Party and the entire people, mobilizing the combined strength of the political system and the country.

Based on this observation, Secretary General and President To Lam stressed that the country’s foreign policy in the coming period would focus on five major axes: firstly, promoting a pioneering role in maintaining a peaceful and stable environment, and creating an international situation favorable.
Secondly, foreign relations should become a driving force for the opening of new development spaces, organically linked to the process of socio-economic development of the country, contributing to attracting external resources and favorable conditions for the rapid and sustainable development of the country.
Third, actively participate and contribute responsibly to solving common problems of the international community, thereby strengthening Vietnam’s role and position in multilateral mechanisms.
Fourth, raise the status of the nation to match its historical importance, cultural identity and position, making a positive contribution to human civilization.

Fifth, establish a global, modern and professional diplomacy, up to the strategic challenges of the new era, contributing to the achievement of national development objectives by the middle of the 21st century.

In this spirit, Secretary-General and President To Lam emphasized the motto “Understand deeply, act correctly, do rigorously and efficiently”, and urged all ministries, departments and local authorities in the country to understand and quickly translate the Resolution into action programs and work plans. The Secretary-General and President also ordered a thorough reform of the intersectoral and inter-domain mechanisms between the central and local levels, as well as a strengthening of the management apparatus in order to effectively coordinate the implementation of the Resolution. The Secretary-General and President said he was deeply convinced that with strong political determination and the involvement of the entire political system, Resolution 06 will soon be implemented, thus allowing foreign policy to fully play its pioneering role and fulfill its essential and permanent mission of “nhiᔇm vᔥ” (public service mission), contributing to the building of a developed, independent, autonomous and strong Vietnam in the new era.
In line with the directives of Secretary-General and President To Lam, Le Hoai Trung, member of the Politburo and Minister of Foreign Affairs, affirmed that he would coordinate with relevant agencies from the end of the conference to disseminate and publicize the guiding principles of the Secretary General and President as well as the content of the resolution to the entire political system. At the same time, the Ministry of Foreign Affairs will quickly and effectively implement the action program and the execution plan, clearly defining the road map and timetable, to ensure the implementation of Resolution No. 06-NQ/TW. This implementation will contribute to improving the effectiveness of foreign policy, will serve the objectives of development and national defense in the new context and will breathe new life into the rapid and sustainable development of the country, in an era of prosperity and national power.
