Dear comrades, members of the Politburo, members of the Secretariat, members of the Central Committee of the Party and delegates participating in the conference.
Today, the Politburo and the Secretariat are organizing a conference to imbue and implement Resolution No. 06-NQ/TW of May 19, 2026 of the Politburo on the implementation of the foreign policy of the XIV Party Congress. It is the concretization of the policies and guidelines that were defined by the 14th Party Congress, reflecting the ideology and vision of the Party in matters of foreign policy in order to meet the demands of the country’s development in the new Era.
In continuation of Resolution 59-NQ/TW of January 24, 2025 on international integration in the new situation, Resolution 06-NQ/TW sets the goal of developing external relations in the new phase commensurate with the historical, cultural stature and position of the country, contributing to the achievement of the country’s strategic objectives, to the construction of a peaceful, independent, democratic, rich and prosperous, civilized and happy Vietnam, progressing firmly towards socialism.
The comrades heard resolution impregnating speeches and 8 presentations to help party committees at all levels, party organizations and each party member understand the content of the resolution better, more deeply and more comprehensively; ensuring high unity of consciousness and action in leading, guiding and organizing implementation in ministries, departments, branches, localities, every party organization, down to every party member and the people.

The world is witnessing major and decisive changes, without precedent since the Second World War. These movements bring intertwined opportunities and challenges; have a powerful impact on all areas of social life and international relations. Countries that do not monitor the situation, do not have appropriate countermeasures, separate and isolate themselves from the international cooperation environment will lag behind and will not develop. Countries that are proactive in strategy, prediction, response and cooperation will have advantages and capacity to rise. The development of Vietnam cannot be separated from the development of the region and the world. Therefore, a close and effective combination of national strength with the strength of the times, internal strength and external strength is a prerequisite for us to be “on par with the powers of the five continents” on the path of development.
In the history of the nation, domestic policy and foreign policy always go hand in hand, complementing each other, “foreign policy is the extent of domestic policy”. Hung Dao Dai Vuong Tran Quoc Tuan writes in Binh thu yeu luoc “Harmony within the country requires less use of troops, harmony outside is not afraid of alarm.” Our ancestors knew how to combine the strength of the nation with the exploitation of external factors, both by tenaciously protecting independence and autonomy, and by being flexible and friendly in diplomatic relations.
Our Party and President Ho Chi Minh have always placed the Vietnamese revolution in relation to the region and the world, harmoniously combining national strength with the strength of the times to carry out the revolutionary task. Uncle Hô taught “after the question of defense, diplomacy is essential for an independent nation”. Thanks to a correct foreign policy, we have obtained great international assistance for the cause of national liberation as well as for the construction and development of the country.
In the current context, the implementation of the strategic objectives until 2030 and 2045 with the national development model in the new situation, taking science and technology, innovation, digital transformation as pillars, will it be successful or not, a large and very important part depends on the implementation Effective implementation of external work, international integration in synchronization with internal development.
Dear comrades,
The current situation poses new demands on us in maintaining a peaceful and stable environment, firmly protecting independence, sovereignty, territorial integrity and national and national interests; improving the capacity to prevent crises from the start and remotely; maximizing cooperation spaces for rapid and sustainable development; improving the internal strength, resilience and competitiveness of the economy; contribution with the international community to the maintenance of international order based on law, equity and transparency.
To meet these demands, Resolution 06-NQ/TW focuses on concretizing the foreign policy views of the XIV Congress with 5 main arguments that shape the ideology:
First: For the first time, foreign affairs are defined as a “key and regular” task in addition to national defense and security tasks. This is a great development of the Party’s leading thought, according to which foreign affairs becomes an important method, an essential and regular task in the cause of construction, defense and development of the country. Foreign affairs in the new era must be at the front line and center, helping to identify and resolve the risk of conflict and war from the beginning, from a distance and from the starting point.
Second: In the new phase, foreign affairs is not only a tool to protect national and ethnic interests, but also a way to express Vietnam’s courage, identity and stature on the international stage, a way to spread the values of Vietnamese civilization, create respect, trust and influence in the international community.
Third: Foreign affairs should be based on the spirit of “strategic autonomy” and “self-sufficiency.” Strategic autonomy shows the ability to master national destiny, correctly position the position, choose the right direction, and respond proactively and flexibly; self-reliance is to promote internal strengths, national confidence to make the nation stronger.
Fourth: Foreign affairs strive to assume a new mission, ensuring national and national interests as much as possible; taking peace, independence, autonomy and self-sufficiency as a basis; by placing the people at the center of all policies; considering contribution to the international community as a responsibility. By participating more deeply in global politics, the international economy and human civilization.
Fifth: Comprehensive diplomacy is the cause of the whole Party, the whole people, on the basis of coordination and mutual addition of 3 pillars: Party diplomacy, state diplomacy, people’s diplomacy; close coordination between defense, security, diplomacy; between parliamentary diplomacy and state diplomacy, with popular diplomacy; between central departments, ministries and branches; with the in-depth participation of localities, businesses and citizens; the harmonious combination of political, economic, technological, cultural tools… to ensure national and national interests as much as possible; promote to the maximum and optimally the overall strength of the country.

For Vietnamese diplomacy in the new phase to move from a state of diplomacy of protecting development space to a diplomacy of building national development capacity; from market integration to market construction; from participating in the rules of the game to contributing to defining the rules of the game and from isolated growth to the growth of ASEAN, in order to not only stand firm in the midst of strategic competition, but also progress towards the art of “unchanging, responsive to all developments” diplomacy with technology, market, standards, trust and position, I insist on the following 5 main orientations:
First, promote the pioneering role of foreign policy in preventing crisis risks from the start, remotely, from the starting point; create an international situation favorable to the country.
First of all, the “development safety belt” must be firmly consolidated. Give absolute priority to maintaining and developing external relations with neighboring countries; strengthen political trust, strategic connection in infrastructure, energy, logistics, culture, science and technology… to interweave long-term interests; cooperate closely to harmoniously address border issues, water resources security, space security, non-traditional challenges; control disagreements well, resolve disputes by peaceful means. Consolidate solidarity, unity, strengthen ASEAN’s central role as well as proactively propose initiatives to promote ASEAN cooperation.
With major powers, take the initiative to shape, maintain and develop balanced, harmonious and mutually beneficial relations, so as not to fall into a position of confrontation or dependence in relations. Increase strategic trust, effectively implement the existing framework of relations, prioritizing areas and methods of cooperation that suit us, including economics, trade, science, technology, defense and security. With other partners, create substantial change, maximize the scope for maneuver existing cooperation frameworks and free trade agreements (FTAs).
In a context of many fluctuations and uncertainties like today, it is necessary to improve strategic management capacity. In particular, to improve the quality of forecasts and intersectoral advice, not to be passive and surprised in all situations. At the same time, expand the depth of national defense industrial cooperation – security industry; to strengthen cooperation, information sharing, cyber security, rescue and relief exercises, peacekeeping…
Secondly, foreign affairs are an engine that opens new spaces and development opportunities, closely linked to the process of socio-economic development of the country.
Foreign affairs must have a strategic, coherent and transparent vision, solving the big problem facing the country in order to successfully achieve the strategic objectives, to become a developed, high-income country whose people need it. benefit; taking happiness and improvement of the material and spiritual life of the people as the basis.
Foreign affairs is shifting from the emphasis of “attraction” to “selection” and improving the quality of resources for strategic breakthrough. Focus on the diversification of markets, partners and sources of supply in the direction of increasing the value content of Vietnamese goods; select sources of foreign direct investment (FDI) capital, prioritize high-tech projects, deep ties with the country, technology transfer; unlock new sources of financing: green ODA, climate credit, preferential capital for strategic infrastructures…
Good political relations must be transformed into substantial cooperation projects and programs, anticipating new trends. Prioritize the full and effective implementation of international commitments and agreements to become an engine of development. At the same time, promote technological diplomacy, create frameworks for technological cooperation, particularly in matters of innovation, digital transformation, artificial intelligence, quantum, minerals strategic…, connecting with excellent global and regional innovation centers. Negotiate and actively participate in defining new rules of the game on data, artificial intelligence (AI), digital trade, green standards and connect foreign companies and investors to the country; Vietnamese companies in access and entry into foreign markets.
Third, demonstrate global responsibility, participate and contribute to common issues of the international community.
Vietnam must promote a positive voice, provide ideas, help restore trust and the effectiveness of multilateralism. We must actively contribute to the protection of the world order based on international law and the Charter of the United Nations; participate in the reform of the global political and economic governance system towards equality and equity, as well as propose international frameworks, rules and standards in new areas.
With a new position and new strength, we can strive to play a central role, lead and participate in defining multilateral mechanisms tailored to our specific interests, capabilities and conditions. Vietnam must actively participate in responding to global challenges, especially urgent issues such as climate change, sustainable development, food security, UN peacekeeping, rescue and relief, humanitarian aid… With the position it occupies in international institutions, we can take the opportunity to integrate the priorities of Vietnam and ASEAN on the agenda.
Fourth, improve the position of the nation commensurate with the country’s historical stature, cultural identity, economic potential and growing political role, contributing to human civilization.
As a country with a centuries-old culture of civilization, rich in national identity, having achieved enormous achievements and historical significance in the cause of Renewal. Foreign affairs should continue to promote a peaceful and friendly foreign policy; an ability to deal with international issues in a harmonious, reasonable and humane manner; to promote respect for international law, to transform “soft forces” into the sympathy, support and assistance of the international community in Vietnam. Actively absorb the essence of human culture, helping to further cultivate and enrich national culture.
Unlock the resources of the Vietnamese community abroad, connect the network of intellectuals, academics, entrepreneurs and students to the cause of the country’s development. Innovate and modernize external information methods, disseminate the image of an autonomous, innovative and responsible Vietnam. Transform cultural diplomacy and heritage diplomacy into intrinsic resources contributing to the socio-economic development of the country and in each locality.
Fifth, build a global, modern and professional diplomacy that meets the demands of the tasks of the new era.
A global, modern and professional diplomacy must above all reflect “the diplomatic identity of the new era”, crystallize “the glorious tradition of national diplomacy, the revolutionary nature of the diplomacy of the Ho Chi Minh era, the essence of global diplomacy and the spirit of diplomacy of the new era”.
It is particularly necessary to rise to the level of the leading group in the region and to reach an international level. Building a theoretical system on foreign affairs in the new era. Organize the apparatus, allocate resources for the work of foreign affairs synchronously, reasonably, efficiently, in accordance with international practices, progressively regular, modern, standardized; proportionate to the position and strength of the country.
From the lesson our Party learned “cadres are the root of all work”, in the new era, build a team of foreign affairs cadres “both pink and specialized”: “complete” in terms of courage, qualities and intelligence, “modern” in terms of thinking, working methods, “professional” in terms of style and working style. In particular, arouse the spirit of the “bold 6”: “dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties” for the good of the country.
Dear comrades,
Synchronize with other strategic resolutions, with the aim of “understand deeply, do it right, do it thoroughly, do it effectively”; implement the resolution to act, act to create change, change to bring substantial results. With this in mind, I emphasize 4 main questions in organizing implementation:
First: clearly define that foreign affairs are the cause of the whole Party, the whole people, the whole army, the whole political system, at all levels, from the center to the localities, under the overall and absolute leadership of the Party and the unified management of the state. The Party leads by foreign guidelines and policies and by directing and organizing implementation. If the foreign affairs guideline of the XIV Congress is the crystallization of the Party’s vision and political will, then the content of Resolution 06-NQ/TW is a necessary and important implementation to realize this vision and political will. The implementation of the resolution is not only that of the foreign affairs organs, but of all Party committees, organs, organizations and localities. Second: quickly concretize the resolution into programs and action plans for the implementation of all committees, ministries, sectors and localities, linked to the implementation of the government’s action program, which clearly defines the objectives, tasks, road map and specific distribution of tasks. Take concrete, realistic and substantial results as a measure of effectiveness, eliminate formal and ostentatious thinking. Emphasize enforcement discipline, carry out regular monitoring and supervision of the implementation of the resolution, thereby improving transparency and the capacity for timely political response.
Third: Strongly innovate the cross-sectoral and cross-sectoral coordination mechanism between the central government and localities in foreign affairs work: Closely and harmoniously combine party foreign affairs, state diplomacy (including foreign affairs Foreign Affairs of the National Assembly), the people’s foreign affairs; between foreign affairs and defense and security; between political diplomacy and economic, cultural, scientific and technological diplomacy… creating a comprehensive foreign affairs force, making foreign affairs a unified and strong front in which high-level diplomacy is the main driving force, of a leading and guiding nature. Promote the application of digital technology, big data and real-time monitoring system to the implementation of the resolution, especially the system of monitoring, incentivizing and supervising the implementation of international commitments and agreements.
Fourth: consolidate the leadership apparatus, coordinate the implementation of the resolution, especially the establishment of the Central Steering Committee for Foreign Affairs and International Integration; prepare for the implementation of the development of a business strategy global foreign policy to a new level. At the same time, build a team of foreign affairs officials who can organize implementation, dare to think, dare to do, dare to take responsibility. Overcome the situation of weakness and stagnation in the organization phase of implementation, taking substantial results as standards evaluation of civil servants.

The history of the Vietnamese nation shows: when the country is united, courageous and combines national strength with the strength of the times, we will overcome all difficulties and challenges, and achieve glorious achievements.
With strong political determination, with the leadership of the Party, the synchronous involvement of the entire political system, on the basis of consciousness and thinking, new working methods, the resolution must quickly enter into life for foreign affairs to play a pioneering role and important tasks and regular, contributing to the construction of a developed, independent, autonomous and self-sufficient Vietnam in the new era.
