In his welcome speech at the conference, Vice Chairman of the People’s Committee of He Chi Minh City Bui Minh Thanh said local foreign relations should more strongly promote the role of mobilizing international resources, expanding development space and contributing concrete contribution to the development of the country.

Comrade Bui Minh Thanh said that as a major economic, financial, trade, scientific, technological and innovation center of the country, Ho Chi Minh City has always regarded foreign affairs as a key driver of its development. The city wishes to continue to benefit from the attention and support of the Ministry of Foreign Affairs, while strengthening its cooperation and sharing its experiences with other local communities in order to improve the effectiveness of its diplomatic action and thus contribute to the achievement of national development goals for the new era.

In his opening speech at the conference, Deputy Foreign Minister Ngo Le Van stressed that the conference was an opportunity for local foreign affairs agencies to review their work and constituted an important preparatory step for the 22nd National Foreign Affairs Conference (scheduled for August).

According to Deputy Minister Ngo Le Van, the action of local authorities in matters of foreign policy has played a determining role in recent times. Many communities have actively integrated foreign policy into socio-economic development, thus helping to attract foreign direct investment, tourist flows and cooperation programs in the areas of employment and training. Cultural diplomacy, the promotion of the image of territories and approaches to UNESCO for the registration of world heritage sites are implemented in an increasingly systematic manner.

However, in addition to these successes, Deputy Minister Ngo Le Van also highlighted certain limits, such as the unequal effectiveness of economic diplomacy depending on the locality; many international cooperation agreements have been signed, but their implementation remains limited, due to a lack of mechanisms to monitor the final results; and the personnel working in foreign affairs in some places are still few in number, have multiple responsibilities and lack sufficient expertise.

Deputy Minister Ngo Le Van suggested several points the conference could focus on, such as: solutions to enable each locality to proactively create cooperation opportunities; and ways to ensure the smooth functioning of coordination mechanisms between the Ministry of Foreign Affairs and localities, and between foreign affairs agencies and departments and the business community under the new organizational model.

At the end of the opening ceremony, delegates to the conference heard a report summarizing local diplomatic activity in 2025 as well as a report on the implementation of diplomacy for development in the new context. Ms. Le Thi Hong Van, Director of the Department of Foreign Affairs and Cultural Diplomacy at the Ministry of Foreign Affairs, said that in the current context of global competition, Vietnam must pay special attention to exploring new areas and its foreign policy must play a pioneering role It is particularly necessary to prioritize the promotion of soft power, which encompasses national cultural values, historical wealth and national identity.
