Visit of Secretary General and President To Lam to three ASEAN countries: peace and political trust.

On the evening of June 1, le secrétaire général et président To Lam and his wife, accompanied by the high-level Vietnamese delegation, returned to Hanoi, successfully concluding their visit to Thailand, Singapore and the Philippines from May 27 to June 1.

Speaking about the recent working visit of Secretary-General and President To Lam, Politburo member and Minister of Foreign Affairs Le Hoai Trung said the visit was of great importance and was a resounding success, achieving the set goals brilliantly.

He also concluded that this visit clearly illustrated the orientations of foreign policy of the 14th National Party Congress. These included “a renewal of thinking and methods in the organization of foreign affairs, prioritizing efficiency and substance over friendly and strategically important relations.”

According to the Minister of Foreign Affairs, this diplomatic activity demonstrated “the effectiveness and importance of the diplomacy of heads of state to strategically guide relations, create momentum and strengthen long-term cooperation between Vietnam and its partners.”

The reception was extremely ceremonial in character, with many exceptions.

This visit opened new prospects for cooperation between Vietnam and its three partners, because Vietnam and its three partners are entering a new phase of development, with new requirements, in a complex international and regional context.

According to the Minister of Foreign Affairs, the three countries gave a respectful, attentive, warm and sincere welcome to the delegation, with reception ceremonies “at the highest level, with many exceptions.”

The Thai Prime Minister and his wife went to the airport to greet the Secretary General, the President and his wife. The President and Prime Minister of Singapore met, exchanged views and hosted a banquet in honor of Secretary-General and President To Lam.

The opening speeches of the Secretary General and the President were highly appreciated on the international stage.

One of the highlights of this visit was the opening speech by the Secretary General and President of the Shangri-La Dialogue (SLD), a prestigious and influential international forum on security and defense in the Asia-Pacific region, attended by approximately 500 delegates from over 40 countries.

The opening remarks of the General Secretary and President on international and regional peace and security clearly expressed the views of the Party and the state on the current global situation, the challenges posed, as well as the important recommendations and proposals, which were recognized and highly appreciated by the delegations participating in the SLD and by the international community.

“The fact that Secretary General and President To Lam was invited to deliver the opening speech testifies not only to the international community’s respect for Vietnam’s role and position, but also to the fact that the international community expects Vietnam’s contributions to peace, security and development in the region,” said Mr. Le Hoai Trung.

Transmit a message of peace.

This visit effectively conveyed Vietnam’s development message to key partner countries in the region, clearly demonstrating Vietnam’s mentality, needs and development direction in this new era.

The trip also reaffirmed Vietnam’s consistent policy of always valuing relations with neighboring countries and ASEAN countries, thereby demonstrating Vietnam’s proactive, positive and responsible role in working with ASEAN countries to strengthen solidarity, consolidate ASEAN’s central role and maintain peace, stability, cooperation and development in the region.

Political trust between countries

Another notable outcome of this visit was the significant strengthening of political trust between Vietnam and the three countries.

In particular, Vietnam has qualitatively strengthened its comprehensive strategic partnership with Thailand, elevated its strategic cooperation with Singapore through the strategic dialogue mechanism between the two ruling parties, and upgraded the framework of its relations with the Philippines into a strengthened strategic partnership.

The leaders committed to establishing new mechanisms that demonstrate political trust, deepen relationships and create a framework to promote deeper cooperation.

Emphasis is placed on the action program for the implementation of the Vietnam-Thailand comprehensive strategic partnership for the period 2026-2031 and on the strategic dialogue mechanism between the Vietnamese Communist Party and the People’s Action Party of Singapore.

According to Minister Le Hoai Trung, this visit strengthened ties between Vietnam and other countries, as well as between ASEAN countries, concretizing the content and promoting qualitative advancements and new developments in the areas of cooperation between Vietnam and the three countries in the fields of defense and security, economy, trade, investment, science, technology and innovation, culture, education and training, tourism and exchanges between peoples.

At the same time, cooperation in new promising areas of strategic importance for Vietnam’s development has been expanded, including in the areas of artificial intelligence, digital transformation, innovation, digital economy, green economy, transition fair energy, electronic administration, tourism and local connectivity.

A notable outcome was the dynamic and diverse collaboration between Vietnamese ministries, departments, local governments and businesses and their foreign counterparts. Members of the official delegation held numerous meetings and in-depth discussions with their partners in the three countries.

The Vietnam-Thailand Business Forum brought together the Thai Prime Minister and around 700 companies from the two countries, including 550 Thai companies; The TechConnect Forum in Singapore welcomed 500 representatives from governments, businesses and research institutions from both countries.

Mr Le Hoai Trung said 20 cooperation and business agreements in various fields have been signed in Thailand, 31 in Singapore and nearly 20 in the Philippines.

These impressive figures demonstrate the deep desire of partners to cooperate with Vietnam, as well as the enormous potential for cooperation between Vietnam and these three countries.

Minister Le Hoai Trung affirmed that Vietnam’s strengthening of cooperative relations with the three countries, especially considering the many similarities in the new development stage of each country, is “in line with the aspirations of the people and the interests of each country, thus strengthening solidarity within ASEAN and contributing positively to peace, “to stability, cooperation and prosperity in the region and the world.”

The comprehensive, strategically important and long-term results of this visit will create new momentum, opening a new phase of development for the friendly cooperative relations between Vietnam and Thailand, Singapore and the Philippines.
