Of the $17 billion pledged for the reconstruction of Gaza by the member countries of the “Peace Council,” an organization launched and chaired by Trump in Davos in January, the financial fund of the Board of Directors, set up by the World Bank, has not received any payment.1.
- The organization has a second account at JP Morgan, and the Peace Council spokesperson said several donations had been made there, without specifying the amounts.
- JP Morgan is not bound by any transparency requirements, and must not report on the financial situation of the fund.
- The United Arab Emirates had announced to finance the office of the “High Representative for Gaza”, Nikolai Mladenov, to the tune of 20 million dollars and Morocco to the tune of 3 million dollars.
- According to the Charter of the Board of Peace, the president has the ability to manage funds. The membership of “guest countries” on the Board of Directors is limited to three years: if one of them wishes to stay for more than a year, it is expected that it will contribute to the fund managed by Trump personally, at the rate of one billion dollars in cash.
- The reconstruction of the enclave is estimated by the Peace Council at more than 30 billion dollars.2.
The organization is expected to support the administration, reconstruction and economic recovery of the Gaza Strip following the ceasefire that took effect in October 2025 and along the lines set out in Trump’s peace plan.
- To this day, Israel still occupies approximately 60% of the surface area of the Gaza Strip.
- Hamas refuses to lay down its arms.
In a report presented to the United Nations Security Council on May 15, the Peace Council called for “urgently” to close the gap between commitments made to the organization and payments. The document added: “The funds committed but not yet disbursed represent the difference between a framework that exists on paper and a framework that produces concrete results on the ground for the people of Gaza.”
- No reconstruction of the enclave can begin without an agreement on the roadmap for the full implementation of the October 2025 agreement.
- However, Hamas regularly accuses Mladenov and the Peace Council of adopting the position of the Israeli government.3.
- If the frequency of bombings has decreased since October 2025, Israel is still targeting Hamas leaders – on May 6, one of the sons of Khalil Al-Hayya, the movement’s chief negotiator in the context of talks on the future of the enclave, was killed in an Israeli strike4.
- Satellite images also show that the IDF has gradually extended its control of the enclave beyond the yellow line set under the ceasefire agreement.
