Grand Est: the Region commits to the new state cinema pact

The Grand Est region is among the fourteen communities that have signed the new support system for the seventh art announced by the Minister of Culture. Faced with competition from platforms and the emergence of artificial intelligence, this public pact aims to consolidate a strong regional ecosystem. The agreement guarantees the sustainability of budgets to maintain the competitiveness of a sector crucial for the attractiveness and employment of the territory.

Unprecedented financial leverage

The economic stakes are major for the Grand Est, which will benefit from a very advantageous co-financing mechanism. The National Cinema Center (CNC) will be able to cover up to three times the amount of the region’s investments. This financial windfall will primarily target local industrial projects, training and practical media education. This system makes it possible to secure territorial investments while giving the region a central place in national strategic decisions in the sector.

New framework for filming

Integrated into the 2026-2029 conventional framework, this partnership modernizes the criteria for awarding public aid. Subsidies now include strict clauses on freedom of creation and mastery of innovations such as AI. Particular attention is also paid to the status of authors and the social responsibility of productions. The Grand Est thus strengthens its attractiveness for filming in the face of inter-regional competition.
