Vietnam and China Enhance Strategic Dialogue at Ministerial Level

Prime Minister Pham Minh Chinh affirmed this during his meeting with Chinese Foreign Minister Wang Yi, Chinese Minister of Public Security Wang Xiaohong, and Chinese Minister of National Defense Dong Jun on the afternoon of March 16 at the government headquarters, on the occasion of the first ministerial-level 3+3 strategic dialogue between Vietnam and China.

During the meeting, Prime Minister Pham Minh Chinh conveyed sincere, friendly, and confident wishes to Chinese President Xi Jinping, Prime Minister Li Qiang, and other Chinese leaders. He congratulated China on the successful holding of the 4th session of the 14th National People’s Congress and the adoption of the framework plan for the 15th five-year plan for economic and social development, which defines many important tasks for a new stage of high-quality development. He expressed confidence that China will successfully achieve the goals set in this plan, make regular progress towards realizing its second centennial goal, and positively contribute to peace, stability, and development in the world and the region.

Prime Minister Pham Minh Chinh warmly welcomed the Chinese ministers to the government office and praised the holding of the first 3+3 strategic dialogue between the foreign, defense, and public security ministers of both countries, which took place alongside the 17th session of the bilateral cooperation steering committee.

The Prime Minister emphasized Vietnam’s commitment to strengthening and developing the traditional friendship and comprehensive strategic cooperation with China as a consistent policy and absolute priority in its independent, self-reliant, self-reinforcing, multilateral, and diversified foreign policy.

The Chinese ministers conveyed warm greetings from Prime Minister Li Qiang and other senior Chinese leaders to Prime Minister Pham Minh Chinh. They expressed sincere gratitude to Prime Minister Pham Minh Chinh for taking the time to meet them, demonstrating the Vietnamese government’s importance to the high-level inter-ministerial mechanism between the essential agencies of both countries.

Continuing positive and comprehensive progress in Vietnam-China relations, in line with the “six points plus” direction, Prime Minister Pham Minh Chinh suggested that the foreign, defense, and public security ministers of both countries continue to make a more active contribution, constantly fostering political understanding and confidence between the two parties, countries, and populations, and effectively promoting existing exchange and cooperation mechanisms.

The Prime Minister called for the two countries’ foreign ministries to coordinate efforts to effectively plan and organize high-level exchanges and other activities. The defense ministries should further strengthen friendly exchanges and concrete cooperation in defense industry and United Nations peacekeeping, and the public security ministries should continue to enhance the efficiency of their security cooperation, law enforcement, and crime prevention.

The Prime Minister also urged the three agencies to work together to create favorable conditions for promoting substantial cooperation with the ministries, sectors, and localities of both countries in areas such as economy, trade, investment, science and technology, culture, tourism, railway connectivity, local cooperation, people-to-people exchanges, effective border management, conflict resolution, and maintaining peace and stability at sea.

The Chinese ministers expressed their appreciation and full agreement with Prime Minister Pham Minh Chinh’s important guidelines and directions. They affirmed their close collaboration with their respective Vietnamese agencies to strengthen strategic exchanges, build political trust, and play a driving role in the effective and rigorous implementation of high-level common agreements. They will further deepen specialized cooperation in each area – diplomacy, defense, security, and law enforcement – remaining essential pillars and contributing significantly to the global strategic partnership and the building of a strategically important Sino-Vietnamese community of destiny.
