The scientific diplomacy in the new era of development

At the dawn of a new era, science, technology, and innovation have become determinants of sustainable development and a nation’s competitiveness on the international stage. This context imposes new requirements for scientific diplomacy. In the age of knowledge, international relations play a crucial role in creating cooperation spaces, participating in the development of standards, and mobilizing intellectual and technological resources to serve long-term development goals. For Vietnam, science and technology are essential conditions for both rapid and sustainable development and the foundation of its autonomy within the framework of its international integration.

In recent years, the Vietnamese Party and State have issued several important policies that reflect an evolution in the concept of scientific diplomacy. The documents of the 14th National Party Congress, Resolution No. 57-NQ/TW of December 22, 2024 of the Politburo, titled “On advances in the development of science, technology, and innovation,” and Resolution No. 59-NQ/TW of January 24, 2025 of the Politburo, titled “On international integration in the new context,” affirm the following overall strategy: development based on science and technology, international integration as a method, and constructive external relations as a space to mobilize, connect, and transform resources into national endogenous capacities. Scientific diplomacy is no longer limited to research and foreign policy planning; it is now fully integrated into the concrete management and development of the country.
