President of the National Assembly: Parliamentary diplomacy contributes to improving institutions and creating an environment favorable to development.

The President of the National Assembly also praised the proactive and responsible coordination of the Ministry of Foreign Affairs, the Committee on National Defense, Security and Foreign Affairs and the Office of the National Assembly, which guarantees the continuous, harmonious and effective implementation of the activities of the National Assembly in matters of foreign policy.

According to the President of the National Assembly, Resolution No. 06-NQ/TW of the Political Bureau relating to the implementation of the foreign policy guidelines of the XIV Party Congress reaffirms the constant position of the Party according to which foreign affairs, like national defense and security, constitute essential and permanent missions; it is a question of actively creating and maintaining a peaceful and stable environment and optimizing the use of resources and favorable international conditions in the service of national development and the protection of the Homeland; Foreigners not only contribute to the protection of the Homeland from the beginning and from a distance, but must also become an essential driver of this development.

“Through its legislative, control and decision-making functions on major national issues, the foreign policy of the National Assembly must contribute to perfecting institutions, strengthening international consensus and creating an environment conducive to development. It not only reflects the country’s position, but also contributes to building it. This is a new requirement for the action of the National Assembly in matters of foreign policy during its sixteenth legislature,” underlined the President of the National Assembly.

Clearly stating the motto: “Three agencies, one objective: to advise and best serve the foreign policy activities of the leaders of the National Assembly”, the President of the National Assembly requested that coordination be carried out early and upstream, from the research, development and development phases. forecasting and policy development, instead of just dealing with issues as they arise.

In this spirit, the President of the National Assembly asked the institutions to fully recognize the importance of parliamentary diplomacy within the country’s global and modern foreign policy. Therefore, parliamentary diplomacy should be implemented in concert with Party diplomacy, state diplomacy and people-to-people diplomacy; it should scrupulously respect the Party’s strategic priorities, safeguard the overarching national interests, and directly serve the Party’s development goals. country.

The President of the National Assembly called for a radical transition from a relations-oriented foreign policy to a development-friendly foreign policy, promoting strategic autonomy and independence in parliamentary diplomacy. The National Assembly must actively promote legislative cooperation, share experiences in national governance and draw inspiration from international best practices in order to improve institutions and strengthen national governance capacities, while leveraging knowledge, science and technology, as well as a favorable international context, to serve national development.

“It is necessary to establish close links between parliamentary bodies and the objective is to attract resources, key and cutting-edge technologies, expand the country’s markets and strengthen endogenous capacities. Each action in terms of foreign policy must truly create added value for the development of the country,” underlined the President of the National Assembly.

Stressing that the effectiveness of the National Assembly’s foreign policy must be measured by concrete results, the President of the National Assembly insisted on the need for rigorous preparation, with clearly defined objectives and results. defined, and an in-depth evaluation once the action has been completed. The success of foreign policy is not limited to visits, contacts or signed agreements, but lies above all in the ability to transform the results obtained into practical advantages, concrete cooperation programs and a new impetus for the development of the country.

The President of the National Assembly proposed strengthening the role and influence of the Vietnamese National Assembly within regional and international parliamentary mechanisms. The National Assembly must continue to fully play its role as an active and responsible member in multilateral parliamentary bodies, gradually moving from active participation to proactive contribution, proposing initiatives and participating in the development of the agenda on issues consistent with Vietnam’s interests and capabilities. This is a requirement arising from the growing importance of the country and a responsibility of the Vietnamese National Assembly towards the international community.

The President of the National Assembly called for a strengthening of consultative capacities and the establishment of a fluid and effective coordination mechanism, based on the principle of “clear responsibilities but without fragmentation of responsibilities”. Agencies were asked to strictly comply with Politburo Regulation No. 392-QÄ/TW on the unified management of foreign policy activities.

On this occasion, the Ministry of Foreign Affairs, the National Assembly committee on national defense, security and foreign affairs, and the office of the National Assembly signed a regulation on the coordination of the organization of foreign policy activities of the President of the National Assembly, Vice-Presidents of the National Assembly, former Presidents of the National Assembly and former Vice-Presidents of the National Assembly.
