In his opening speech at the Conference, Deputy Minister of Foreign Affairs, Ngo Le Van, stressed that diplomacy between peoples, implemented during the first half of 2026, was based on a new conception of the role, place and missions of foreign policy. National Congress of the Party, for the first time, recognized foreign policy as an “essential and regular” mission, just like national defense and security, while reaffirming the role of diplomacy between peoples as one of the three pillars of foreign policy.

Following resolution 59-NQ/TW of January 24, 2025 relating to international integration in the new context, resolution 06-NQ/TW sets the objective of developing external relations, for the new period, in line with the historical, cultural and international status of the country. This represents a significant evolution in the thinking of the Party leadership, but also places great responsibilities on the team working on interpersonal diplomacy.

The report presented at the Conference showed that, in the context of the Vietnam Fatherland Front, political and social organizations and some mass associations focused on the preparation of the 2026-2031 Congress, people-to-people diplomacy continued to receive attention. especially in the first six months of 2026 and has increasingly demonstrated its role as one of the three pillars of foreign policy, helping to consolidate, strengthen, deepen and energize Vietnam’s cooperative relations with other countries, mobilize resources for national development and promote the image and culture of Vietnam.

Coordination between Party diplomacy, state diplomacy and people-to-people diplomacy has been strengthened. The Ministry of Foreign Affairs has endeavored to advise and integrate, into joint declarations, projects and plans aimed at promoting relations between Vietnam and other countries, elements and actions relating to strengthening exchanges and cooperation through people-to-people diplomacy. The Central Committee of the Vietnam Fatherland Front, the Vietnam Union of Friendship Organizations, the Vietnam Confederation of Commerce and Industry, as well as many other organizations, actively participated in the implementation and coordination of people-to-people diplomacy within the framework of high-level diplomatic activities.

At the conference, representatives of people’s organizations shared their remarkable achievements during the first half of 2026, their future priorities and warmly thanked the Ministry of Foreign Affairs for its guidance and support. At the same time, they raised certain difficulties linked to financial mechanisms, regulations and procedures governing the implementation of diplomatic activities and expressed their wish to benefit from support to strengthen the capacities of agents Working in the field of popular diplomacy, both at central and local level. The representatives of the Ministry of the Interior called on the organizations to continue their efforts to improve the efficiency of their activities, in accordance with their principles and objectives, and to comply with reporting obligations.

Deputy Minister Ngo Le Van asked organizations to collaborate closely in order to finalize regulations and procedures as quickly as possible, thus facilitating the planning and implementation of foreign policy activities. He also instructed the units of the Ministry of Affairs foreigners to continue the exchange of information, to provide guidance and support to popular organizations in the implementation of their activities and to strengthen coordination between the different foreign policy actors.
