The Politburo has allocated almost 2 million staff positions for 2026.

Decision No. 185-QD/TW clearly states that the total strength of Party agencies, committees, organizations affiliated with the Party and of the Front de la Patrie Homeland at the central level; advisory and support agencies of the Fatherland Front Party Committee, central mass organizations, of Party committees of central Party agencies and provinces and cities in 2026 is 1,878,362 positions.

More precisely, agencies, committees and affiliated units of the Party, the Fatherland Front, central-level political and social organizations and Party committees of central Party agencies number 12,818 people (Annex 1 attached), including 2,999 executives and civil servants, 9,133 public sector employees and 686 people assigned to mass organizations by the Party and the state at the central level.

Party agencies and public service units, local governments, the Fatherland Front and political-social organizations at the local level (provincial and municipal levels); have a total of 1,865,544 people (Annex 2 attached), including : 314,604 executives and civil servants and 1,550,940 public sector employees.

The Central Organizing Committee, based on the Regulations relating to the management of personnel in the political system and on this decision, establishes a decision to allocate staff quotas for 2026 to agencies, units, organizations and localities placed under its authority. He ensures the piloting, control and monitoring, ensuring strict compliance with Party regulations and state laws on personnel management. The Standing Committees of the Provincial and Municipal Party Committees reporting directly to the Central Committee, Party committees of central Party agencies, the Fatherland Front Party Committees, central mass organizations, as well as the departments, central-level Party agencies and public services, are responsible for directing, to guide and organize the implementation of policies and regulations of the Party and state laws relating to the management and employment of personnel; to direct and deploy personnel assignments; and to carry out transfers between agencies and units within their jurisdiction; ensuring that the total number and structure of executives, civil servants and public agents assigned by the competent authorities are not increased.

This decision comes into force on the date of its signature. The Steering Committee for the implementation of unified personnel management political system, the Central Organization Department, the Party Central Office and relevant agencies are responsible for its implementation.
