Launch of the call for projects campaign 2026

The Delegation for Territorial Communities and Civil Society (DCTCIV) supports projects carried out by local authorities as well as associations of local authorities, within the framework of calls for projects and joint funds between states.

In 2026, the campaign of calls for projects is part of a demanding geopolitical context, marked by the need to consolidate the strategic resilience of France and its European alliance.

This year, the calls for projects will focus on three major areas: strengthening European unity and the stability of our neighborhood, the concrete implementation of the agenda for renewal in Africa, as well as the defense of our sovereignty in the face of global challenges, including the fight against drug trafficking, the control of irregular migration flows, and the development of robust economic cooperation.

In this regard, the evaluation of applications will be rigorously based on selection criteria, requiring project holders to demonstrate, beyond their technical relevance, their tangible utility both directly and indirectly for French citizens, ensuring that each funded initiative contributes effectively to the overall national interest.

Thematic Calls for Projects:

  • Europe and the neighborhood: aims to strengthen European unity between territories and support the stability, resilience, and sustainable development of EU countries and their neighboring countries.
  • Agenda for Renewal in Africa: designed in 2022, the Agenda for Renewal in Africa aims to reshape France’s relationship with sub-Saharan African countries and is part of the desire to deeply renew partnerships between France and African countries, with a focus on reciprocity, innovation, sustainable impact, and dialogue between youth and civil societies.
  • Sovereignty: aims to strengthen the capacity of French territories and their partners to address national strategic challenges. In a context of reshaping economic, security, and migratory balances, it supports decentralized cooperation with high added value, contributing to the resilience of territories and the defense of national interests.

Joint Funds:

Generalist Calls for Projects:

  • Generalist Call for Projects: co-financing of decentralized cooperation projects not covered by thematic Calls for Projects or joint funds.
  • Turnkey Call for Projects: open to associations of local authorities for the implementation of decentralized cooperation projects involving at least 3 French local authorities.

The co-financing granted by the DCTCIV can reach:

  • Up to 70% of the total project cost for projects carried out with “least developed countries” (LDCs).
  • Up to 50% of the total project cost for projects carried out with other countries eligible for Official Development Assistance (ODA) (excluding LDCs).
  • Up to 30% of the total project cost for projects carried out with countries not eligible for Official Development Assistance.
