This is an important activity to serve the five-year review of the implementation of Directive No. 12-CT/TW of the Party Central Committee on strengthening Party leadership and improving the effectiveness of people-to-people diplomacy in the new situation, while providing additional practical arguments for the scientific research project “Vietnam’s people-to-people diplomacy in the new era: challenges and solutions” of the Ministry of Foreign Affairs and “Research on people-to-people diplomacy activities around the world in the new context and proposed solutions for Vietnam” of the Vietnamese Union of Friendship Organizations.

In his opening speech, Deputy Foreign Minister Ngo Le Van stressed that, in a complex and unstable global context, marked by increasing strategic competition and rapidly changing global trends, people-to-people diplomacy must continue to assert its role as one of the three pillars of comprehensive, modern and professional Vietnamese diplomacy.

Based on this observation, the workshop focused on examining major issues such as: innovation in thinking and methods of implementing interpersonal diplomacy; improving the effectiveness of participation in multilateral mechanisms; external information work in the digital space; promoting the role of the Vietnamese community abroad; mobilizing international resources for development; strengthening coordination between people-to-people diplomacy actors and simultaneously improving related mechanisms and policies;

The conference must in particular propose innovative and feasible solutions, consistent with the requirements of the implementation of the foreign policy guidelines of the XIV National Congress, in order to create an international environment favorable to the rapid and sustainable development of the country.

Delegates conducted an in-depth analysis of the current international context, marked by intense strategic competition, unprecedented security challenges and evolving global trends. The conference unanimously agreed that diplomacy between peoples must undergo a profound transformation, both in terms of its thinking, its content and its methods of implementation, in order to meet the demands of this new era.

It is particularly necessary to move from a “participatory” approach to a “proactive contribution, creation and development” approach, by closely linking foreign policy activities to the country’s strategic development objectives, such as digital transformation, innovation and the protection of national interests. Diplomacy between peoples is no longer limited to friendly exchanges; it has become an effective means of increasing international influence.

To achieve this goal, the workshop proposed several innovative solutions aimed at improving the quality of research, strategic advice, training and capacity building in interpersonal diplomacy; to strengthen the participation of popular organizations in multilateral mechanisms; to innovate in the content and methods of information on foreign affairs; to promote the steering and coordination role of the Vietnamese Homeland Front; and to expand the role of interpersonal diplomacy in the areas of economic diplomacy, science and technology, culture, etc.

Chairman of the Vietnam Union of Friendship Organizations Phan Anh Son stressed that all presentations affirmed the true importance, role and prominent place of people-to-people diplomacy, and proposed implementing concrete activities, strengthening consultative research and regular updating and assessment of the situation.

He highlighted the current obstacles such as awareness, mechanisms, resources, coordination, etc., and suggested the need for a unified leadership mechanism and close cooperation between central and local levels, as well as between agencies, ministries and sectors, in order to to further improve the effectiveness of interpersonal diplomacy.

Furthermore, Chairman of the Vietnam Union of Friendship Organizations Phan Anh Son called for innovation in thinking and approach, synchronization of leadership and direction, and above all to emphasize building and training a team of cadres capable of meeting the demands of tasks in the new context.

Concluding the workshop, Deputy Minister Ngo Le Van welcomed the contributions and declared that, to raise the level of interpersonal diplomacy in the new context, it is necessary to focus on overcoming obstacles linked to reflection, awareness, coordination mechanisms and the guarantee of human resources and financial for interpersonal diplomatic activities; at the same time, it is necessary to promote the various roles of stakeholders such as businesses, intellectuals, artists and the Vietnamese community abroad, in connection with new technologies, artificial intelligence (AI) and digital transformation.

The Deputy Minister underlined the need to develop a strategy of diplomacy between peoples, accompanied by clear mechanisms for the distribution of responsibilities and coordination, measurable results and a study on the institutionalization of policies and regulations appropriate. Deputy Minister Ngo Le Van also said he was convinced that with renewed thinking, new approaches and concerted efforts, diplomacy between peoples will continue to develop strongly, contributing concretely to national construction and defense in this new era.
