• A heavy human toll on the Ukrainian side. A Russian attack on Ukraine early Tuesday left at least 21 people dead, including 16 in the city of Dnipro, kyiv announced. The mayor of the capital, Vitali Klitschko, reported six deaths and 66 injured in his city.
