In response to the 2nd plenum of the 14th Central Committee: a strong innovation, decisive action, and even more tangible results.

The 2nd plenum of the XIV Central Committee continued to gain a broad consensus on many important national issues, including strategic autonomy and unwavering commitment to the two 100-year strategic objectives. The most notable outcome of the 2nd plenum of the XIV Central Committee was the high degree of consolidation of ideological unity, political determination, and action orientation of the entire Party at the beginning of its term. Secretary General To Lam emphasized that the decisions made during this plenum provided the legal framework, operational rules, disciplinary principles, and necessary action standards for implementing the Party’s resolutions, laying a solid foundation for achieving the nation’s two centennial strategic objectives.

It’s not just about executing the work program successfully, but also creating synergy between awareness and action in implementing the resolutions of the XIV National Party Congress. The Conference emphasized strategic autonomy and the pursuit of the two centennial strategic objectives, highlighting the importance of determining one’s development path independently, strengthening internal position, and enhancing economic and institutional resilience amid numerous changes.

Furthermore, the Conference demonstrated a new development momentum, rejecting past inertia and demanding more radical innovation in thinking, decisive action, and concrete results. This marks a critical point, laying the groundwork for an evolution of the entire political system, subject to higher requirements.

The Conference reaffirmed its commitment to pursuing strong, sustainable, and substantial economic growth, emphasizing that this growth must serve the interests and improve the material and spiritual living conditions of the population, as well as social justice. This reflects the consistent position of our Party and State: the people are at the heart of all policies.

The Central Committee stresses the concept of “substance,” emphasizing that growth must be based on productivity, science and technology, innovation, and efficient resource use, without compromising the environment, macroeconomic stability, or social equity for short-term gains.

Emphasizing the need to focus on placing citizens at the center, all policies must answer a very specific question: what benefits do citizens receive, and how does their life improve? If citizens do not feel the effects of growth in their daily lives, then that growth has not met the required quality standards.

Announcing the action demands for the 16th National Assembly from its first session.

The Conference held just before the first session of the 16th National Assembly, highlighting the need for action, institutionalization, and concretization of the Party Central Committee’s directives and decisions from the beginning of the new legislative term.

It is necessary to continue legislative innovation towards a development-focused approach, removing obstacles, mobilizing resources, designing power control mechanisms within each law. The quality of decisions on major national issues, especially resource allocation, must be improved based on concrete results, citizen’s daily life improvement, while avoiding superficiality and inefficiency.

At the same time, we must build a proactive National Assembly, where policies are clear, achievable, easy to implement, and quickly applied; and strengthen oversight to ensure that major policies are implemented in line with their spirit and objectives.

If these conditions are effectively met, the 16th National Assembly will fulfill its role as a center for institutionalization, contributing to the rapid transformation of the Party’s decisions into concrete results in citizens’ lives.
