Parliament’s external relations must not only reflect the country’s position, but also contribute to building it.

The meeting took place immediately after the Conference on the Implementation of Politburo Resolution 06 on the Implementation of the Foreign Policy Guidelines of the 14th Party Congress, chaired by Secretary general and president To Lam.

Speaking at the working session, National Assembly President Tran Thanh Man said that Resolution 06 reaffirms the Party’s consistent position: foreign affairs, like national defense and security, constitute crucial and ongoing tasks; there is a need to proactively create and maintain a peaceful and stable environment; and to make the most of resources and favorable international conditions to serve national development and protect the Homeland.

Consequently, in this new stage of national development, external relations must not only contribute to protecting the homeland from the beginning and from a distance, but also become an important engine of development.

During the meeting, on behalf of the leadership of the National Assembly, the President of the National Assembly recognized and welcomed the sense of responsibility, efforts and close coordination demonstrated by the Permanent Commission on National Defense, Security and Business Foreign Affairs, the Ministry of Foreign Affairs and the Office of the National Assembly during the past period.

The three agencies coordinated, carefully prepared and effectively implemented the foreign policy activities of the leaders of the National Assembly, thereby marking the history of parliamentary diplomacy and directly contributing to the overall successes of global diplomacy.

The Speaker of the National Assembly also warmly congratulated the Ministry of Foreign Affairs for its many remarkable successes in implementing the foreign policy of the Party and the state, as well as in people-to-people diplomacy.

Highlighting the gaps to be filled in terms of coordination, the President of the National Assembly insisted on the following principle: three bodies, one objective: to best advise and support the foreign policy activities of the leaders of the National Assembly. Coordination must be implemented upstream, from the research, forecasting and policy development phases.

Consequently, the Ministry of Foreign Affairs is responsible for all matters. The National Defense, Security and Foreign Affairs Committee is responsible for advising the leadership of the National Assembly on foreign policy issues. It must formulate proactive recommendations, ensure coordination with relevant bodies and report to the leadership of the National Assembly. The Office of the National Assembly works closely with the Ministry of Foreign Affairs on protocol and logistics issues.

The President of the National Assembly affirmed that comprehensive foreign policy is the business of the entire Party, the entire people and the entire army, based on the coordination and complementarity of three pillars: Party diplomacy, state diplomacy and intercommunity diplomacy; close coordination between defense, security and foreign affairs; and between parliamentary diplomacy, state diplomacy and intercommunity diplomacy.

During this period, the President of the National Assembly declared: “The National Assembly has a unique asset, which no other body possesses: the legislative and supreme control power. Parliament’s foreign policy not only reflects the country’s position, but must also contribute to consolidating it, improving institutions, strengthening international consensus and creating an environment conducive to development. This is a new requirement for the action of the National Assembly in matters of foreign policy during its sixteenth legislature. »

The President of the National Assembly stressed that this policy must be carried out in coherence with the Party’s foreign policy, state diplomacy and citizen diplomacy; by scrupulously respecting the Party’s strategic priorities, ensuring the highest national interests and directly contributing to the country’s development goals.

According to the President of the National Assembly, it must actively promote legislative cooperation, exchange experiences in national governance and draw inspiration from global best practices in order to improve institutions and strengthen national governance capacities, while taking advantage of knowledge, science and technology, as well as favorable international conditions, to serve national development.

The President of the National Assembly said that parliamentary bodies should be closely linked to the objective of attracting resources, basic technologies and advanced technologies, expanding the country’s markets and strengthening endogenous capabilities.

Fifth, strengthen advisory capacities and establish a fluid and effective coordination mechanism, based on the principle of “clear but not fragmented responsibilities”. Agencies must scrupulously comply with the Politburo regulations on the unified management of foreign affairs, the resolution of the Standing Committee of the National Assembly on the activities of the National Assembly in matters of business foreign authorities and the coordination regulations signed by the three agencies in order to implement their missions in a systematic and efficient manner.
