The meeting took place immediately after the Conference on the Implementation of Politburo Resolution 06 on the Implementation of the Foreign Policy Guidelines of the 14th Party Congress, chaired by Secretary general and president To Lam.

After listening to the reports and speeches, in his concluding remarks, National Assembly President Tran Thanh Man broadly approved the reports and assessments of the agencies’ results and future tasks.
On behalf of the leadership of the National Assembly, the Speaker of the National Assembly recognized and congratulated the Ministry of Foreign Affairs for the many outstanding results achieved in implementing the work of the Party and the state in matters of politics foreign affairs, contributing significantly to strengthening Vietnam’s role and position on the international stage, consolidating the foreign affairs landscape and creating a strategic space favorable to development and national defense in this new period.
The President of the National Assembly also welcomed the proactive and responsible coordination between the Ministry of Foreign Affairs, the Commission on National Defense, Security and Foreign Affairs and the Office of the National Assembly. Thanks to this, the activities of the National Assembly in matters of foreign policy were carried out in a continuous, fluid and efficient manner. The preparation of the President’s visits, the participation of delegations from the National Assembly in multilateral parliamentary forums and the high-level working trips of Party and state leaders were carried out with rigor, thus contributing to the influence and prestige of the Vietnamese National Assembly.

In addition to the achievements noted, the President of the National Assembly asked agencies to strengthen their coordination in order to better respond to the growing demands of foreign policy in the current context. He proposed adopting the motto: “Three agencies, one goal: to provide the best advice and support to the foreign policy activities of the leadership of the National Assembly.” Therefore, coordination should be implemented early and proactive, from the research, forecasting and policy development phases, and not limited to dealing with problems as they arise.
The President of the National Assembly declared that the Ministry of Foreign Affairs is the competent authority in this matter; The Committee on National Defense, Security and Foreign Affairs is responsible for advising the National Assembly and its leaders on foreign policy issues, and must conduct proactive research, propose solutions and coordinate with relevant agencies, instead of passively depending on the Ministry of Foreign Affairs.
In matters of protocol and logistics, the Office of the National Assembly must coordinate closely with the Ministry of Foreign Affairs, in order to ensure efficiency, compliance with protocol, avoid wastage of resources and guarantee the completion of assigned tasks.
Parliament’s external relations must contribute to strengthening the country’s position.
The President of the National Assembly affirmed that comprehensive foreign policy is the business of the entire Party, the entire people and the entire army, based on the coordination and complementarity of three pillars: Party diplomacy, state diplomacy and intercommunity diplomacy; close coordination between defense, security and foreign affairs; and between parliamentary diplomacy, state diplomacy and intercommunity diplomacy.
During this period, the President of the National Assembly declared: “The National Assembly has a unique asset, which no other body possesses: the legislative and supreme control power. Parliament’s foreign policy not only reflects the country’s position, but must also contribute to consolidating it, improving institutions, strengthening international consensus and creating an environment conducive to development. This is a new requirement for the action of the National Assembly in matters of foreign policy during its sixteenth legislature. »

Regarding future tasks, National Assembly Speaker Tran Thanh Man suggested that the three agencies focus on effectively implementing key tasks.
It is essential, first of all, to understand the importance of the external relations of the National Assembly in the overall framework of the country’s modern and integrated foreign policy. The President of the National Assembly stressed that these external relations must be carried out in concert with those of the Party, state diplomacy and citizen diplomacy; by scrupulously respecting the Party’s strategic priorities, guaranteeing the highest national interests and directly contributing to the achievement of the country’s development goals.
At the same time, we must move from a mentality of “foreign policy serving relations” to a mentality of “foreign policy favoring development”; and promote the spirit of “strategic autonomy” and “self-sufficiency” in parliamentary diplomacy.
According to the President of the National Assembly, it must actively promote legislative cooperation, exchange experiences in national governance and draw inspiration from global best practices in order to improve institutions and strengthen national governance capacities, while taking advantage of knowledge, science and technology, as well as favorable international conditions, to serve national development.
The President of the National Assembly said that parliamentary bodies should be closely linked to the objective of attracting resources, basic technologies and advanced technologies, expanding the country’s markets and strengthening endogenous capabilities.
The National Assembly Speaker asked agencies to continue to innovate in bilateral channels, coordinate the development of targeted projects and plans, and focus on deepening strategic trust with neighboring countries, comprehensive strategic partners, strategic partners and other important partners.
Concerning the multilateral forums, the President of the National Assembly asked the participants to actively contribute their ideas, strive to play a central role, lead and participate in the development of multilateral mechanisms that are compatible with the interests, capabilities and the specific situation of Vietnam, and to use them to integrate Vietnam’s priorities into the agenda.
“In summary, any foreign policy action must truly create added value for the development of the country,” underlined the President of the National Assembly.

Stressing the need to use tangible results as a measure of the National Assembly’s foreign policy activities, the President of the National Assembly said that the success of these activities does not lie only in visits, contacts or signed agreements, but more importantly in the ability to transform foreign policy results into concrete benefits, tangible cooperation programs and a new impetus for the development of the country.
Clearly affirming the need to strengthen the position and role of the Vietnamese National Assembly within regional and international parliamentary mechanisms, the President of the National Assembly stressed that it must continue to fully play its role as an active and responsible member in parliamentary bodies. multilateral, gradually moving from active participation to proactive contribution, proposing initiatives and participating in the development of the agenda on issues consistent with Vietnam’s interests and capabilities. This development is also a requirement linked to the growing importance of the country’s role on the international scene.
The President of the National Assembly also called for a strengthening of consultative capacities and the establishment of a fluid and effective coordination mechanism, based on the principle of “clear but not fragmented responsibilities”. Agencies were asked to strictly comply with the regulations of the Politburo relating to the unified management of foreign affairs, the resolution of the Standing Committee of the National Assembly on the activities of the National Assembly in matters of affairs foreign authorities, as well as the coordination regulations signed by the three agencies in order to carry out their missions in a systematic and efficient manner.
