France and the Philippines reach a new milestone in their strategic alliance. United on March 26 at the Military School in Paris, Philippine Defense Minister Gilberto Teodoro Jr. and French Minister of Armed Forces Catherine Vautrin officially signed an agreement on the status of visiting forces (SOVFA), a first between Manila and a European partner.

This text now serves as the main legal framework for joint activities between the armed forces of both countries, whether it be exercises, training, or deployments. It aims to enhance interoperability in terms of maritime security, disaster response, and crisis management.

For Manila, this agreement signifies an acceleration of discussions initiated in 2023 and reflects “a high level of trust” between the two countries. It also paves the way for deepening defense ties with Europe.

Beyond this agreement, the two ministers discussed major international crises, from the Indo-Pacific to the Middle East and Europe. They reiterated their commitment to multilateralism and an international order based on law.

Both parties highlighted the importance of the 1982 United Nations Convention on the Law of the Sea, a key reference in disputes in the South China Sea, as well as the need to resolve tensions through peaceful means.

With this agreement, France confirms its increasing commitment to the Indo-Pacific, while the Philippines diversify their strategic partnerships beyond their traditional alliances.
