DECRYPTION – Four Republicans voted with Democrats for the first resolution asking the president to obtain Congressional agreement for the continuation of the conflict, a sign of the party’s nervousness in the face of an unpopular war.
The House on Wednesday passed for the first time a resolution requiring Trump to obtain congressional authorization to continue the war against Iran. The Democrats’ fourth attempt to limit the president’s war powers finally succeeded after the defection of four Republican elected officials, who voted for the text. The consequences are limited. The measure must still be approved by the Senate, and does not have the force of law. But the vote is symbolic of the erosion of Republican support for a war that is entering its fourth month, and whose outcome remains uncertain.
The War Powers Resolution directs the president to obtain a vote from Congress to continue hostilities beyond sixty days, or to withdraw U.S. forces after an additional thirty days.
